Describe the results/achievements of the actions taken:
During 2022, several meetings have been convened with the sponsor, co-sponsor and focal points of the commissions to discuss the problems and needs within the Rio de la Plata river basin. In addition, we explored one possibility for fundraising, which did not consolidate. More details are described next:
In early 2022, initial meetings (25-Jan-22; 3-Mar-22) took place with the main sponsor: Cultura Ambiental Uruguay, to discuss first steps and ideas concerning the work plan and dynamics with other co-sponsors and focal points of the commissions;
In March, we explored jointly with the sponsor and one of the co-sponsors in Paraguay the possibility to apply to the Global EbA Fund (up to USD 250k), in order to have funds to implement diverse activities since the Resolution aligns to the EbA approach (dialogue spaces, studies, etc.). However, this organization was not eligible to apply. Fundraising remains as a crucial action to achieve the resolution.
In the second semester of 2022, several meetings have taken place with sponsor, co-sponsors and focal points of the commissions. On July, the group met to discuss the background of the resolution, the initial activities and preliminary proposed work plan, as well as stablish a work dynamic for the people involved in the resolution. Later in August, in the monthly meeting, we worked on exercises to understand more the context and challenges of the basin (on four dimensions: climate change, biodiversity, disaster risks and development) and identify key actions to address these. In the monthly meeting in October, we continued working on the group exercises to complete the context exercise, and to identify key actions to address these challenges as well as key stakeholders in the basin.
What challenges/obstacles have been encountered in the implementation of this Resolution and how were they overcome :
Fundarising: Currently there are no funds available to implement the resolution, since there are not any active projects in this area of influence. There is a need to secure external funding to implement the resolution (initial activities related to the development of the preliminary work plan and the meetings with sponsor, co-sponsors and focal points from commissions) have been implemented virtually and aside of any active project.
There is a great work dynamic between the Secretariat and the main Member sponsor, and active participation from some focal points from the commissions. Even though there has been several efforts from the Secretariat and sponsor to convene with the co-sponsors and the rest of the focal points of commissions in the monthly meetings, the quorum in the meetings has been limited. We will continue summoning the diverse stakeholders, expecting a greater participation in future spaces to achieve the resolution.

Continue with the meetings to consolidate the work plan and start initial implementation; explore startegies to increase participation of co-sponsors and focal points of commisions in these monthly meetings.
