Education/Communication/Raising awareness FEG Chair and EBCD Director participated, on behalf of IUCN, participated in the FAO COFI meeting held in Rome, September 5- 9. FEG drafted the IUCN Statement regarding the IUCN views on the program of work of FAO and particularly on the collaboration with the environmental agreements including the collaboration with CBD on biodiversity mainstreaming, MPAs and OECM where FEG continues to be an important partner for FAO, CBD, and other UN processes such as CITES, UN oceans and BBNJ. Policy influencing/advocacy The CBD-led Sustainable Ocean Initiative continues to foster dialogue between Regional Fisheries Management Organizations (RFMOs) and Regional Seas Conventions while building capacities at regional level on internationally-agreed measures relevant for fisheries management and marine conservation alike, such as OECMs. Building on the FEG contribution in 2022 in supporting the joint FAO-CBD workshop in Central America and Wider Caribbean on Fishery-OECMs, FEG experts might will continue supporting the CBD Secretariat in promoting and building capacities on OECMs, particularly in fisheries. Policy influencing/advocacy The KM-GBF is silent on fisheries but offers multiple possibilities for fisheries to contribute. It contains also some new issues and concepts that need to be “translated” for the fisheries context, to help the sector report on its contributions to biodiversity conservation. FEG has planned the preparation of a document addressing these issues in 2022, with the support of EBCD and the Nordic Council of Ministers. However, its realization was delayed by the late approval of the GBF itself (December 22). A large part of FEG members will be involved and experts from CBD, FAO and other institutions will come in as required. CEM experts would be called in for issues like restoration (GBF Target 2), NbS etc. Following a coordination call on the subject, a first outline has been drafted and reviewed, reviewing all the GBF Targets, from a fisheries and sustainable use perspective. Full drafting will start in July and the document should be ready by the end of the year.
FAO has initiated a similar initiative, perhaps even more focused on fisheries (i.e. not looking across all GBF targets, collating views of fisheries groups on what they consider most critical for fisheries in the GBF, with the view to produce guidance and support to its member countries. One FEG member has been called by FAO (through an MOU) to develop, in particular, the human dimensions of the issue and specially small-scale and community fisheries. The FAO and FEG exercises are distinct but convergent and a collaboration between the two projects has been established.

Scientific/technical activities This is an important resolution for FEG, under which a large number of FEG activities fall. Also, the reported under WCC-2020-Res-018 Valuing and protecting inland fisheries; WCC-2020-Res-023 Reducing impacts of incidental capture on threatened marine species; WCC-2020-Res-055 Guidance to identify industrial fishing incompatible with protected areas; WCC-2020-Res-080 Recognising, reporting and supporting other effective area-based conservation measures and WCC-2020-Res-107 Reducing the impact of fisheries on marine biodiversity, all are also relevant under the Resolution 107.
The Commission on Ecosystem Management Chair was asked to take the lead on the establishment of a task force for the implementation of WCC Resolution 107. FEG has agreed to participate in the Task Force established by CEM and 3 FEG members will be involved directly. resolution and has invited FEG to contribute in the task force as well as in the two workshops that IUCN will be organizing. The FEG Chair and two members will be involved in the task force and other FEG members might be called to assist as needed.

Policy influencing/advocacy ASOC continues to build on it policy and advocacy work outlined in the previous work. This includes CCAMLR and the Antarctic Treaty/ ASOC actively participated in the recent Helsinki Antarctic Treaty Consultative Meeting and will be in the CCAMLR Special meeting on MPAs in Chile the week of June 19. ASOC was co-sponsor of the Pew reception at Our Ocean Panama. ASOC has helped promote support for expansion of Southern OCean MPAs in G7 and G20 communiques. On-going Full activity report
Policy influencing/advocacy ASOC mnet with the Chair of WCPA whens she was in DC and discussed IUCN and Antarctic and the Southern Ocean including resolution 107. There has been active communications since then. ASOC has also engaged with the PPC Chair. ASOC provided comments on the last Council agenda on IUCN and Anrtarctica and the Southern ocean including resolution 107 and referencing the 2009 IUCN strategy. Describe the results/achievements of the activities
This broad resolution focuses on Reducing the impact of fisheries on marine biodiversity. In 2023, the first main actions required by this resolution, i.e. the establishment of a Task Force to reconcile fisheries and conservation and the production of a scientific/technical situation analysis based on the outcome of a first consultative workshop, have been initiated.
A first consultative online meeting took place on 8 May 2023 with key IUCN people (Secretariat, Commissions experts, commissions chairs).
Further to that meeting, terms of reference for the Task Force on reconciling fisheries and Conservation were developed and shared with the same group of people. On-going efforts with the process of establishing the Task Force further discussed.

Several Members and constituencies of IUCN have been working on this topic for years and one can report here on their latest achievements:

Coalition Clean Baltic (CCB):
CCB conducted several activities that contribute to reducing all human induced mortality on eel. CCB has increased coordination activities surrounding eel management mainly together with the Fisheries Secretariat, but also including members well outside the Baltic region (Med, Uk). CCB joined the campaign #PowerToTheEel to get signature support for stronger protection for eels in 2021.

ASOC:
ASOC has helped achieve international support and recognition of the importance of Southern Ocean MPAs under CCAMLR. As the environmental NGO observer in the Antarctic Treaty system including CCAMRLR, ASOC regularly provides technical inputs including on MPAs and fisheries notably of krill regulated under CCAMLR.

CEM FEG:
The efforts of the Fisheries Expert Group of CEM on this matter include:
o Promoting OECMs in marine capture fisheries in collaboration with CBD and FAO. Developing informal briefings for the fishing industry. Developing a companion document for the draft FAO guidelines on OECMs in fisheries (relates also to Res. 080).
o Working on a re-definition of destructive fishing (in collaboration with Fauna and Flora International (FFI)
o Preparing a document or reporting by fisheries within the Global Biodiversity Framework. This work has been seriously delayed by the failure of the CBD to get an agreement on the GBF until now.
o Publishing on issues regarding the role of ABMTs in fisheries and biodiversity conservation (4 articles in 2022)
Challenges/obstacles encountered in the implementation of this Resolution and measures taken
The establishment of the international global Task Force required in the Resolution is on its way. It faces delays as the capacity within Secretariat to support this process is limited. But things are finally moving forward.

This is a very broad resolution touching on the mandate of many international organizations, and therefore, not easy to implement. It requires a good coordination between the DG, the Commissions chairs, and all IUCN constituencies.

On the expansion of the MPA system around Antarctica in the Southern Ocean, one can note that two countries have been blocking progress for several years.

Lack of time and resources (staff time) available for the Secretariat FP to coordinate the implementation of such a big resolution is one of the issues encountered.
Future actions / activities needed for the implementation of this Resolution
-Establishment of the international global Task Force to reconcile fisheries and conservation. The Task Force should i. involves all IUCN Commissions and all IUCN Regions; ii. takes account of Antarctica and the Southern Ocean; and iii. draws on relevant reports from peer organisations (e.g. IPCC Special Report on the Oceans andCryosphere in a Changing Climate);
-Production of a situation analysis report based on scientific and technical inputs and encompassing the outcomes of a consultative workshop.

Next steps in Aug 2023 consist in gathering nominations of experts of the Task Force. The developed ToRs will be shared with Members and across Commissions. Following the establishment of the Task Force, the first consultative workshop will be planned and held at the earliest possible date.
