This Memorandum will be developed following Operative Statement 2. International Rivers will take guidance from James Dalton (IUCN Secretariat). The process will follow the same as for Resolution WCC 2020 Res 134: a letter was drafted and received review from IUCN Secretariat and Regional Offices, and was sent to the DG to sign and send to the DRC President of DRC. Chairs of IUCN Commissions will also provide input before sending to the DG.

International Rivers and James Dalton (IUCN Secretariat) have been drafting this.
1) Dalton has spoken with the World Bank, including their dams lead, who is also the task leader for the Inga project, so they are aware this letter is coming. 2) The Dams Task Force will help refine the letter, mindful of keeping it acceptable for the DG to sign. 3) Chairs of WCEL, WCPA and SSC will be invited to review the letter to the World Bank. |

Dams Task Force co-Chairs have contacted colleagues in the WCPA Freshwater Specialist Group and in IUCN Member Organizations to discuss options to: map protected and conserved areas across the Basin; compare to freshwater ecosystem extents and freshwater KBAs; and identify critical protection gaps; integrate other data sets for critical biodiversity/ecosystem value; e.g. Area of Habitat data; High Value Freshwater Ecosystems data.

The Task Force faces two intertwined challenges: funding and capacity. As with most IUCN Commission-led initiatives, this Task Force is currently entirely volunteer-led. Co-Chairs and members contribute their own time, often outside of their paid job, to drive the Task Force’s work forwards. While the current interim Co-Chairs are motivated to move from planning to implementation, and a majority of the Advisory Board consistently join in online meetings and provide valuable recommendations for developing the direction of the Task Forces and its near to long terms outputs, the time and capacity of all contributing is currently limited. This has restricted the speed and efficiency with which we can administer the group and plan and develop of most urgent deliverables. The Task Force currently only has Synchronicity Earth as potential donor and IUCN-US has offered to serve as the fiscal host to receive and manage any funding for the Dams Task Force. nonetheless agreed to support some fundraising activities for the TFD and its work. Seed funding for the Task Force could facilitate fundraising successes, and the Co-Chairs are currently exploring other grant opportunities. |
