This workbook was produced in order to test and adapt the World Commission on Protected Areas (WCPA) methodologies for use at marine protected areas (MPAs) in the Western Indian Ocean. The workbook is designed to allow for a dynamic process of MPA management based on the lessons learnt from pilot assessments in Kenya, Tanzania and the Seychelles.

This report provides results of testing the Workbook for Assessing Management Effectiveness of Marine Protected Areas in the Western Indian Ocean at eight pilot sites in three countries. The assessment looks at not only the impacts but also the effectiveness of the management process. It does not require the collection of new data, unless that can be done quickly but provides a "snap-shot" of management effectiveness at a particular point in time, with recommendations for improvement.

This book aims to help people manage coral reefs and other coastal ecosystems; especially to solve problems that flow from nearby catchment (watershed) areas. Such catchment areas may be adjacent to the coral reef, or include areas a long way away and outside the jurisdiction and control of the coastal manager. This book introduces ways to reduce some of that damage through cooperation with people and industries upstream, based on the experiences of many coastal managers around the world.

Although Bonaire’s coral reefs remain among the healthiest and most resilient in the Caribbean, this IUCN report based on the IUCN Resilience Assessment of Coral Reefs highlights some of the threats that exist to Bonaire’s coral reefs, and which could have serious implications for resilience to future climate change and other threats. The report identified recommendations for addressing the current threats, as well as high and low resilience sites.

This report is planned to be a useful advisory tool for local and regional policymakers, administrators and managers. The information in this report will also be of interest to organisations such as NGOs, regulatory bodies, permitting agencies and the judicial system. It explores and gives practical guidance on how to deal with the challenge of biodiversity loss at a local and regional level.

The TEEB study is underpinned by an assessment of state-of-the-art science and economics. The goal is to provide the conceptual foundation to link economics and ecology and to posit a paradigm of the relationship between biodiversity and ecosystem services. This aspect of the study tackles the challenges of valuing ecosystem services, as well as issues related to economic discounting.

This publication is the executive summary for a full report which demonstrates the value of ecosystems and biodiversity to the economy, to society and to individuals. It underlines the urgency of action, as well as the benefits and opportunities that will arise as a result of taking such action. The report shows that the cost of sustaining biodiversity and ecosystem services is lower than the cost of allowing biodiversity and ecosystem services to dwindle.

In this toolkit, we focus on both human (socioeconomic) and biophysical (ecological) aspects of monitoring. Socioeconomic monitoring normally focuses on people’s knowledge and attitude towards an ecosystem as well as their natural resource use and dependence. Ecological monitoring on the other hand will generally focus on a specific species or ecosystem, using supporting information on environmental conditions and associated organisms.
