The environmental movement has made huge progress over the last decades. Among others, it has raised awareness of challenges facing humanity, helped develop a critical mass of policies, and worked towards the implementation of many of these policies in collaboration with other stakeholders. This paper addresses the need to factor the environment into coastal development planning. It contends that the economic calculations that underpin coastal development decisions remain flawed, and fundamentally incomplete, because they omit an important set of costs and benefits – those associated with ecosystem goods and services.
