Forest resources

Of all the direct influences of the forest the influence upon the supply of water in streams and upon the regularity of their flow is the most important in human economy. Yet so many are the factors which play related parts in this influence, so great is the difficulty of observing them with precision, and so wide the range of economic interests affected, that considerable divergence of opinion has arisen on the subject.

The objectives of this book are: to gain an impartial view of potential developments of the forest resources in the European USSR; to build alternative and consistent scenarios of the future developments; to illustrate the effects of forest decline from air pollutants; to identify meaningful policy options concerning the forest resources of the European USSR; and to support future policy decisions concerning the forest resources of the European USSR. 

This book records the results of a four-year study of the effects of air pollutants, ineffective silviculture practices and other factors such as restrictive legislation and neglect of forests in 24 European countries.

Projections for the United States and Canada to 2030 have been made with a global model to account for concurrent changes in other countries. Three future scenarios were investigated: two IPCC-based scenarios assuming the rapid growth of wood-based energy, and one IPCC-based scenario without this assumption.

The report focuses on timber trade from Brazil, Colombia, Ecuador and Peru and contributes to monitoring the impact and effectiveness of European Forest Law Enforcement, Governance and Trade (FLEGT)-related policy measures in South America through provision of preliminary baseline data on changes in timber trade between the region and Europe and other world export markets.
