The present programme document is a highly organized text which aims to express a lot of information in a logical framework: it shows how we seek to work to several related ends by a number of individual activities, each of which requires a share of the resources available. It is not intended as a document to persuade governments or to arouse public opinion; the World Conservation Strategy was designed to do that.
The business plan provides the basis for operationalising the IUCN Quadrennial Programme 2001-2004. It is not a "blueprint" for restructuring the organisation, but rather it sets out some of the challenges that need to be addressed and highlights the current direction of changes and briefs describes progress to date. The business plan has been written for several audiences including current partners, prospective investors, IUCN Members, the Council and senior managers.
