The growing pace of international commerce has created an increased risk of invasion by alien species, which often take root and thrive in their new environment, often at great costs for the local biota and economy. The risk of introduction of harmful organisms into the United States is increasing exponentially, with costs to the American economy measured in hundreds of billions of dollars. This report offers recommendations to improve biosecurity measures at US ports, as well as a possible funding mechanism based upon the polluter-pays principle.

The ocean and climate change : tools and guidelines for action

The ocean continues to get only peripheral attention in climate change research and policy, despite its enormous importance in regulating global climate and its sensitivity to the impacts of climate change and ocean acidification. This report provides an overview of the interactions between the ocean and climate and describes the impacts of climate change on the marine ecosystems and the goods and services they provide human society. It outlines a set of recommendations for marine-related mitigation and adaptation policy and implementation actions.
