This publication has been prepared as part of the Flow Assessment Component of the Pangani River Basin Management Project. Its aim is to collect and synthesize present knowledge on the Pangani River system and its users, and to help promote an integrated approach to future water-allocation decisions. It reports on the condition of the river system in the 2006 dry and wet seasons and identifies key areas of concern.

The Lao People's Democratic Republic lies at the heart the Mekong River basin. It has an abundance of natural resources including water, wetlands, forests and biodiversity. Managing these rich resources in a sustainable manner is essential to the efforts to meet its development objectives of reducing poverty while promoting economic growth.

How are decisions about water resources development made? This question is prompted by the continuing global interest in the final report from the World Commission on Dams (WCD), released in 2000, which offered seven strategic priorities as a framework to aid decision-making about large dams and other types of water resources development.
