This set of 20 4-page briefs aims to raise awareness about biodiversity issues within EC development cooperation. The briefs are broken down into three types, including policy, sector and background biodiversity briefs. The first two indicate important issues to be considered by policy makers and technical advisers at policy, programme and project levels, and the third category summarizes topics and legal responsibilities for a general audience.

11% of all coral reefs have been damaged beyond recovery or totally destroyed; another 16% were damaged in 1998 by climate change related to coral bleaching. More than 50% of the world’s mangrove forests have been cleared without understanding the enormous value of these muddy coastal forests. Seagrass beds have had similar losses in many areas. This book was written for practicing resource managers and educators in developing countries. Its goal is to provide information and practical examples to help prevent further damage to coral reefs and other tropical coastal ecosystems.

International ocean governance : using international law and organizations to manage marine resources sustainably

Our oceans are slowly dying, and the instruments of governance are inadequate to stop it. The international dimensions of ocean problems loom larger as we learn more about threats to marine species and ecosystems - invasive species are transported by international shipping, oceans fill with persistent organic pollutants, and nutrients from sewage and fertilizers cause excessive growth of marine plants. These challenges require that governments agree on commitments and common programs, in consultation with other stakeholders. This report evaluates the effectiveness of international agreements and organizations and recommends numerous improvements. It includes a series of tables and maps, which can be easily updated. The tables present a problem-oriented summary of global and regional legal instruments and an indication of the scientific, technical, and legal guidance offered by international bodies. The maps demonstrate geographic relationships in eight ocean regions -- among regional marine and regional fisheries conventions, large marine ecosystems, major river basins, marine protected areas, and national jurisdiction.

Este constituye el primer libro rojo para un grupo de vertebrados del Ecuador y utiliza de manera comprensiva los nuevos criterios desarrollados por la UICN para categorizar especies amenazadas de extinción, inclusive con las últimas modificaciones aprobadas para esta novedosa metodología por parte del Consejo de la UICN a principios del 2000. Este libro distingue entre la categorización de las especies a nivel global (es decir para el total de su distribución en el Neotrópico), y la condición de cada especie dentro de las fronteras del país (en algunos casos coincide la categorización global con la nacional, pero en muchas casos hay diferencias). De hecho, este es el primer libro rojo que se publica en el mundo donde se hace esta categorización utilizando los nuevos Criterios de UICN para identificar el estatus de las especies amenazadas dentro del país.

This latest version of the classification system was adopted by the IUCN Council in February 2001 and reflects comments from the IUCN and SSC memberships and the final meeting of the Criteria Review Working Group.

Arctic legal regime for environmental protection

For many years, concerns have been expressed about environmental issues in the Arctic. While the Arctic region, unlike Antarctica, has been inhabited for thousands of years, it is under unique threat because of its vulnerability toward resource exploitation and the deposition of various airborne pollutants. With its varied populations, and with eight Nations asserting territorial interests, the Arctic needs a careful approach to its protection and development. This report describes the current Arctic environmental legal regime. It also discusses the possibility of negotiating a sustainability treaty for the Arctic with high standards of environmental protection similar to those in the 1991 Protocol on Environmental Protection to the Antarctic Treaty. It is hoped that this review of the legal and policy contrasts between the Arctic and Antarctic can help in the consideration of future directions for the Arctic legal regime.

The papers were researched and written by four Carl Duisberg Gesellscaft (CDG) Fellows who came to Germany from Bangladesh, Venezuela, Nigeria and China to study under the host leadership of the IUCN Environmental Law Centre. Subjects chosen by these Fellows vary widely, and cover ISO 14001, access to environmental justice in Latin America, patents and plant resources-related knowledge, and law and policy of the European Union on the reduction of greenhouse gas emissions and their significance to China.
