Building River Dialogue and Governance (BRIDGE) has been running since 2011 with the goal to secure sustainable development, livelihoods and peace through transboundary cooperation. This document aims at presenting a summary of the unique approach of the programme which has been built over the last almost fifteen years, taking stock of key elements of the programmes approach in support of effective water management arrangements in over twenty river and lake basins worldwide.

Effective governance is a fundamental requisite for Ecosystem-based Adaptation (EbA). CLIMA is a practical tool to plan, execute, evaluate, and improve governance in the context of specific initiatives, actions and measures for climate change adaptation and ecosystem management. CLIMA helps generate recommendations for the development and implementation of action plans applied to situations at multiple spatial and temporal scales.

La gobernanza efectiva es un requisito fundamental para la adaptación basada en ecosistemas (AbE). CLIMA es una herramienta practica para la planificacion, la implementacion, la evaluacion y la mejora de la gobernanza en el contexto de iniciativas, proyectos, acciones y medidas especfficas para la adaptacion al cambio climatico y la gestion de los ecosistemas. CLIMA pretende aportar recomendaciones para el desarrollo y la implementacion de planes de accion aplicados a situaciones en multiples escalas espaciales y temporales.

Along with defining the measures needed to achieve ecosystem-based adaptation (EbA), solid governance components are imperative to make it effective. Such governance must be flexible, participatory, multarget_idimensional and include ecosystem-based approaches (maintain ecosystem structure and function to guarantee human well-being).

El nuevo reto de la Adaptación basada en Ecosistemas (AbE) impone la necesidad, no solo de definir las medidas de adaptación necesarias para poder alcanzarlo, sino también los componentes sólidos de gobernanza para hacerlo efectivo. Una gobernanza para la AbE que debe ser flexible, participativa, multarget_idimensional e inclusiva de los enfoques basados en ecosistemas (mantenimiento de la estructura y función de los ecosistemas para garantizar el bienestar humano).

The Building River Dialogue and Governance Programme (BRIDGE, currently in phase 3) set out to do something quite new: to facilitate the development of international networks of Champions of water governance in its target basins. Selected individuals who were already active in water or environmental resources stewardship were invited to build skills around transboundary cooperation in a collective process at basin or regional scale, in order to help realise new visions for the governance of shared water resources.

La obra que se presenta ilustra las regulaciones y procesos necesarios en cada uno de los paises de la región para alcanzar lo que podríamos denominar la legalidad en el aprovechamiento forestal y exportación de madera. Se muestran aquí las fortalezas y retos de los diversos sistemas desde el ángulo jurídico. 

This book presents four exercises that describe a series of conflict scenarios that are completely fictitious but fully possible "realities" in order for them to be analyzed in the context of dialogue and cooperation among the different imaginary actors. The hope is that this new book, which is designed for use in workshops and other capacity-building activities as well as in academic environments, will help to continue capacity building for the effective management of transboundary water basins. 

Esta publicación tiene por objeto ayudar a los funcionarios de gobierno a fortalecer su capacidad de negociación y promover la cooperación entre actores estatales en el ámbito de los recursos hídricos compartarget_idos. Pretende asimismo servir como herramienta para crear conciencia y desarrollar la capacidad de la sociedad civil a nivel nacional y local. Para los académicos puede también ser útil para fines de enseñanza, en particular, con respecto a las cuencas hidrográficas transfronterizas y el derecho del mar.
