This document reviews the description of each of the scientific criteria and comments on their potential applications, discusses a variety of ways in which the scientific community understands these criteria, and how they can be used as a foundation for informing future decisions regarding the marine environment of the open oceans and deep seas.

This report presents the proceedings of the workshop, held in Hanoi and attended by participants representing GEF International Waters projects and partner institutions from governments and NGOs. Some participants brought perspectives mostly from freshwater systems, others from marine ecosystems.

IUCN is looking to replicate and improve the implementation of its role as facilitator for civil society and private sector involvement in other countries’ VPA negotiations. To that end, IUCN sought to learn from its experience in Cameroon and contracted The Keystone Center (TKC) to conduct an external evaluation of its role and make recommendations for improvement.
