IUCN Commission on Environmental, Economic and Social Policy (CEESP)

This guide draws inspiration from the impressive volume Sharing Power, published by the IUCN/CEESP and IIED. The guide provides what we hope to be a convenient synthesis of the main phases of a shared-governance process for Marine Protected Areas (MPA) in West Africa. Among the key actors we are hoping to engage are civil servants in charge of managing MPAs, members of concerned communities and local groups and partners involved with MPAs, such as professionals working for environmental, humanitarian or sustainable development projects.

There are two principles here, both reflecting the natural world. The first is that natural systems are based on cycles, for example water, nitrogen and carbon. Secondly, there is very little waste in natural systems. The ‘waste’ from one species is food for another, or is converted into a useful form by natural processes and cycles.This book shows how these principles can be used to create systems and settlements that provide food, energy and water without consuming large quantities of fossil fuels and other finite resources.

Cette publication présentée dans le contexte du Programme Régional pour la Conservation Marine et Côtière d’Afrique de l’Ouest (PRCM) succède au volume de 2005 intitulé Gestion environnementale de l’exploitation pétrolière offshore et du transport maritime de pétrole. Le livre, ainsi que toute une série d’ateliers sur le renforcement des capacités auxquels j’ai personnellement participé et une mission d’enquête au Nigéria nous ont aidés à mieux comprendre les défi s environnementaux et socio-économiques générés par le secteur émergent du pétrole et du gaz offshore.

This publication, produced in the context of the Regional Programme for West African Marine and Coastal Conservation (PRCM), is a successor to a 2005 volume entitled "Environmental management of offshore oil exploitation and maritime oil transport." The book helped us to better understand the environmental and socio-economic issues and options created by the emerging offshore oil and gas industry. This new edition takes things a step further, by making positive propositions as to how the offshore oil and gas industry could contribute to sustainable development in our region.

Les Territoires Autochtones de Conservation et les Aires du Patrimoine Autochtone et Communautaire — en bref, les APAC — font l'objet d'une Note d'information de l'UICN/CEESP présentée à la réunion SBSTTA de la CBD en mai 2010. Ce document plus complet expose les exemples et analyses à l'origine des recommandations contenues dans ladite Note d'information. Ce document peut être lu conjointement à la Note, mais aussi indépendamment, car les principaux concepts y sont redéfinis.

Los territorios indígenas de conservación y las áreas conservadas por pueblos indígenas y comunidades locales — ICCA para abreviar — son el tema de una Nota Informativa de la UICN/CEESP presentada en el CDB SBSTTA en mayo de 2010. El presente documento, más largo, ofrece algunos ejemplos y análisis que sustentan la asesoría sobre políticas contenida en esa Nota Informativa. Dado que los conceptos principales de la Nota Informativa se explican nuevamente, este documento puede ser leído junto o de manera independiente a la Nota.

Indigenous conservation territories and areas conserved by indigenous peoples and local communities — ICCAs for short — are the subject of an IUCN/CEESP Briefing Note launched at CBD SBSTTA in May 2010. This larger document provides the examples and analysis underlying the policy advice contained in that Briefing Note. The document can be read in conjunction with the Briefing Note or as a stand-alone, as main concepts are described again here.

Contiene hechos fundamentales acerca de las ICCA, sintetiza lecciones aprendidas, y ofrece recomendaciones para los gobiernos qui implementan el Programa de Trabajo sobre Áreas Protegidas del CDB (PoWPA).

Cette note d'information a pour objet d'aider les pays à reconnaître et à soutenir les territoires et les aires du patrimoine conservés par les peuples autochtones et les communautés locales (APAC), en restant sensibles et respectueux des nombreuses questions en cause. Elle contient des éléments de base sur les APAC ainsi qu'un condensé de leçons apprises, et des recommandations pour les gouvernements qui mettent en oeuvre le Programme de travail de la CDB sur les Aires protégées (PoWPA).

This Briefing Note is intended to assist countries and policy-makers to recognise and support ICCAs (territories and areas conserved by indigenous peoples and local communities) in a manner that is sensitive to and respectful of the many issues involved. It contains the basic facts about ICCAs, condenses and presents the lessons learned and offers recommendations for governments implementing the Convention on Biological Diversity (CBD) Programme of Work on Protected Areas (PoWPA).
