Governance

This book seeks to reposition the law as a tool for implementing higher good, or, in other words, for providing justice by seeking to ensure individuals have access to the services that ecosystems naturally provide, and guaranteeing the right to water for human well-being. The goal of the publication is to contribute to a better understanding of the legal and institutional arrangements necessary for promoting good governance of transboundary waters between two or more States.

There is a real need for all those who are involved in making and implementing decisions –- including central government planners and policymakers, local government administrators, civil society and the private sector –- to understand the basic concepts and principles of governance and be able to apply them in their daily work.

Sustaining the World’s Large Marine Ecosystems (LMEs) provides examples of advances made in the operationalization of the five-module approach to ecosystem based management (EBM) for sustaining the goods and services of the world’s LMEs.

One of the pre-requisites in the process of putting in place the Kikuletwa Catchment Forum is development of training materials to be used for Training of Trainers (TOT) programme covering topics in Integrated Water Resources Management (IWRM), entrepreneurships; community participation; gender and other cross cutting issues relating to WRM, climate change and adaptation strategies and the contribution of water resources in poverty reduction.

Of the current 750 marine and coastal protected areas that have been created in the Mediterranean, two thirds of these are along the northern coast of the sea. Therefore important habitats along the eastern and southern coast are under-represented. The Mediterranean Representative Areas and Species (MedRAS) project aims at identifying priority habitats and species in these under-represented areas to be managed and protected. The focus of the present report is on Libya.
