Governance

The IUCN initiative “Strengthening Voices for Better Choices” (SVBC) is piloting improved forest governance arrangements, among others in the Democratic Republic of Congo. This study was conducted in the Equator Province to try to answer questions about good forest governance, accountability arrangements, and the potential of SVBC-established structures to improve forest governance, among others. It also provides recommendations for further action research on accountability arrangements.

This paper is a response to an IUCN internal review of the Strengthening Voices for Better Choices project, carried out in May 2007. The review recommended that a study be carried out, focusing on the process of implementation in Sri Lanka, in order to learn lessons about catalysing dialogue for improved forest governance. It is intended to serve as a learning tool for people involved in the Strengthening Voices for Better Choices project in Sri Lanka and beyond.

This toolkit will introduce readers to the central role played by policy, law and institutions in designing and implementing good governance for water resources. It will guide users through approaches to reforming water governance, including useful mechanisms for incorporating environmental considerations into water laws and policies. It is intended for use by water professionals, working in water management, who do not have a law background.

Governance for sustainability is defined as the set of written and unwritten rules that link ecological citizenship with institutions and norms of governance. It is a complex topic because it addresses the three issues of globalization, democracy and sustainability. No form of governance can succeed if there is no common bond between those who govern and those who are being governed.

IUCN’s Strengthening Voices for Better Choices (SVBC) project aims to promote the adoption of improved forest governance arrangements in Viet Nam and five other tropical forest countries in Asia, Africa and South America. This summary report is an output of a larger national study conducted by SVBC in Viet Nam.

But with one of the fastest growing economies in the world, Viet Nam is undergoing major changes. Viet Nam of the future will be very different from that of today, not only because of its rapid economic growth, but also due to the high vulnerability of its river deltas and coastlines to climate change.
