Central Africa

This annual report is the last on the four–year period that ended in December 2012. It is designed to give an idea of the IUCN set –up in Central and West Africa, the actions undertaken and latest achievements; it also gives an idea of the IUCN Comprehensive Programme adopted in Jeju last September.

Ce rapport annuel est donc le dernier de la période quadriennale qui s'est achevée en décembre 2012. Il est conçu pour donner une idée du dispositif de l'UICN en Afrique Centrale et Occidentale, des actions entreprises et, des derniers résultats obtenus ; il donne également une idée du Programme global de l'UICN adopté à Jeju en septembre dernier.

Ce document a pour objectif de définir un cadre permettant aux compagnies forestières adhérant à la certification du Forestry Stewardship Council (FSC) de catalyser la préservation des grands singes africains. Nous présentons des lignes directrices spécifiques et des considéra-tions pratiques de collaboration entre les responsables de l’exploitation forestière et de la conservation afin de préserver la vie sauvage.

The objective of this document is to outline a framework within which logging companies adhering to Forestry Stewardship Council (FSC) certification can be the catalyst needed to ensure the long-term preservation of African great apes. Specific guidelines and practical considerations are provided as to how and why forestry and conservation practitioners should col-laborate in maintaining wildlife.

The period 2009-2012 has a double meaning for the West and Central Africa Programme (PACO), one of the eight regional offices of IUCN worldwide. Firstly, it is more or less the first steps of PACO, since it was established in mid 2008, from the regional offices for Central Africa (BRAC) and West Africa (BRAO) at the time. Secondly it represents the period of implementation of the four-year programme adopted in 2008 in Barcelona by the IUCN Congress.

The IUCN/SSC African Elephant Specialist Group AfESG) has been charged by MIKE with implementing a project to investigate the linkages between the elephant meat trade and larger social and economic dynamics at play, including, but not limited to, ivory trade, logging (legal and illegal), mining, infrastructure development, global economic trends, law enforcement at the national and international level, and community forest governance.

The objective of the study is to enhance knowledge of contemporary elephant bushmeat market dynamics, patterns and trends in north-eastern DRC and determine the impact of elephant meat trade on the Okapi Faunal Reserve (OFR) population.

This pilot study was instigated by the Monitoring of Illegal Killing of Elephants (MIKE) programme of the Convention on International Trade in Endangered Species (CITES) and is being implemented by the IUCN African Elephant Specialist Group (AfESG). It seeks to explore the many causes and motivations driving the illegal killing of elephants, particularly the trade and commerce of elephant meat and ivory.
