Conventional approaches to managing protected areas have often seen people and nature as separate entities. They preclude human communities from using natural resources and assume that their concerns are incompatible with conservation. Protected area approaches and models that see conservation as compatible with human communities are explored. The main themes are co-managed protected areas and community conserved areas. Practical guidance is offered, drawing on recent experience, reflections and advice developed at the local, national, regional and international level.

La Fondation Internationale du Banc d'Arguin (FIBA) souhaite mettre à disposition des institutions et de la société civile mauritaniennes en particulier et ouest-africaines en général, une synthèse concernant les impacts potentiels d'une telle activité sur l'écosystème, ainsi que d'une revue des aspects réglementaires de l'exploitation et du transport du pétrole en mer pour en informer ses partenaires. Les impacts écologiques de l'installation de plates-formes pétrolières sont abordés, ainsi que les risques dus aux déversements accidentels d'hydrocarbures. La synthèse sur la réglementation présente les conventions et recommandations internationales traitant d'exploitation du pétrole et de protection de l'environnement. De plus, des précisions sont apportées sur le statut de zone PSSA (Particularly Sea Sensitive Area, statut établissant une reconnaissance de la vulnérabilité d'une zone maritime ou côtière et justifiant le déplacement des rails de navigation afin de limiter les risques de pollution suite à d'éventuels accidents en mer), ainsique sur les études d'impact environnemental.
A workbook for assessing management effectiveness of marine protected areas in the Western Indian Ocean

The workbook is designed to allow for a dynamic process of marine protected area (MPA) management based on the lessons learnt through piloting the first draft of the workbook in eight MPAs in Kenya, Tanzania and the Seychelles. It takes into account the management issues faced in the WIO, is cost effective and encourages self-assessment by the managers. The Workbook has a complementary website (www.wiomsa.org\mpaworkbook.htm) and CD ROM. There are plans to translate this into French and Portuguese. The Toolkit for Managing Marine Protected Areas in the Western Indian Ocean compliments the workbook. The toolkit was designed to support MPA Managers in the WIO by providing them with a hand-on guide to a diverse array of topics, ranging from monitoring and evaluating projects, conflict resolution, threatened marine species and financial planning.

Assessment of management effectiveness in selected marine protected areas in the Western Indian Ocean

This report provides results of testing the Workbook for Assessing Management Effectiveness of Marine Protected Areas in the Western Indian Ocean at eight pilot sites in three countries. The assessment looks at not only the impacts but also the effectiveness of the management process. It does not require the collection of new data, unless that can be done quickly but provides a "snap-shot" of management effectiveness at a particular point in time, with recommendations for improvement.
