The views of border fishing communities and their leaders on the challenges and opportunities for improved fisheries management at the international border areas on Lake Victoria are documented. The report is based on discussions with fishing communities and district leaders in the Kenya-Uganda, Kenya-Tanzania and Tanzania-Uganda border areas, carried out from 22 to 29 April and 5 to 12 June 2002. Based on these views, the study presents conclusions and recommendations for discussion by the Lake Victoria Fisheries Organisation Statutory Committees.

IGAD and IUCN-EARO collaborated to develop a Community Based Natural Resource Management (CBNRM) project for the IGAD region. As a result six detailed country studies were undertaken for Djibouti, Eritrea, Ethiopia, Kenya, Sudan and Uganda, and a regional analysis. Country and regional workshops were convened to deliberate and agree on the major issues and activities. This book describes CBNRM activities in the six countries for the first time in some details, discusses some of the regional issues and shared ecosystems which such an approach could address, as well as describing some of the major challenges (security over natural resources, risk, drought for example, as well as perverse policies and incentives). Many interesting case studies are described which will be of interest more widely in Africa, and demonstrates the importance of natural resources as a key livelihood asset in the Horn of Africa

Incorporating marine protected areas into integrated coastal and ocean management : principles and guidelines

The principles and guidelines developed by IUCN and NOAA are addressed to marine protected areas and coastal managers and are intended to promote better understanding and recognition of the linkages between MPAs and the wider coastal and marine area and of the need to establish effective incentives and institutional arrangements to manage marine protected areas in the broader context of integrated coastal and ocean management frameworks. The guidelines also suggest ways to implement, in an enhanced way, existing management tools to improve the incorporation of MPAs into the planning and management of coastal and marine areas.
