In spite of the fact that Sri Lanka has a relatively high Human Development Index (HDI) overall, the majority of families living in coastal areas fall into the poorest category. This Poverty Environment Nexus study was intended to assess the main causal mechanisms that bring about poverty and environmental degradation. Having determined this, the study then attempted to identify, from the quantitatively driven empirical analysis, which groups (gender, ethnic or economic) are hardest hit by environmental degradation. Policy recommendations for “Enhancing Sustainable Livelihoods” was the most important output of the study.

This document consists of Volume 1, a detailed discussion of some of the available resources on natural resource management concerning the monitoring of gender, poverty, and social equality issues that can be considered best resources or best practices, and Volume 2,  an annotated bibliography of the 56 resources these best practices were selected from. This document is intended as a reference guide for the learning group formed in 2003 by IUCN and the Swiss Agency for Development and Cooperation (SDC) to facilitate the process of learning and sharing among organizations and practitioners, as well as for other who manage natural resource management programs and projects. It is hoped that the document will also contribute towards the development of a common monitoring system among all stakeholders in order to better understand the collective results of natural resource management in Nepal.

L’impact souvent désastreux de la variabilité et des extrêmes climatiques au cours des trente dernières années en est une parfaite illustration, mais aussi un des signes avant-coureurs de cette vulnérabilité. Il est donc urgent de sensibiliser les décideurs et le public ouest africains aux défis climatiques auxquels la région est confrontée, et d’entreprendre par la suite les actions nécessaires en vue de renforcer la prise de conscience à l’égard des changements et des événements climatiques extrêmes.

The Western Indian Ocean (WIO) region is renowned for the attractiveness of its coastal zones, high marine biodiversity and rich marine and coastal resources, but the 30 million or so people who live on the coast of the WIO region have had a significant impact on its biodiversity. Responses to the crises facing marine and coastal biodiversity in this region have taken place at all levels; the most relevant global instrument is the Convention on Biological Diversity (CBD) and its associated Jakarta Mandate. This report represents an update on progress (from late 2001 to early 2004) in putting the Jakarta Mandate into action in the WIO, in particular, in addressing the issues of habitat degradation and biodiversity loss.

Four case studies of European protected areas are presented illustrating particular themes of management practice. The National Park of Abruzzo, Latium and Molise (Italy) serves as a model for zoning; the Bialowieza National Park (Poland) for monitoring; participatory management is exemplified in the Minorca Biosphere Reserve in Spain; and the Austrian Hohe Tauern National Park is a good example for visitor management.

The often disastrous impact variability and extreme events over the past thirty years is a striking illustration and a harbinger of this vulnerability. It is therefore urgent that decision-makers and the general public in West Africa be fully sensitized on the climatic challenges facing the region and actions to be taken, to enhance the region’s level of preparedness in order to cope with predictable impacts of climate variability and change and the associated extreme events.

The African Convention on the conservation of nature and natural resources was adopted in 1968 in Algiers. Considered the most forward looking regional agreement of the time, it influenced significantly the development of environmental law in Africa. Two and a half decades of intense developments in international environmental law made it necessary to revise this treaty, update its provisions and enlarge its scope. This was undertaken under the auspices of the African Union (previously OAU), and the revision was adopted by its Heads of State and Government in July 2003 in Maputo. The introduction provides an overview of this new international treaty, as well as a commentary to each of its provisions.

The book aims to address the lack of information on the experiences of others by providing a comparative analysis of national access and benefit-sharing laws and policies in the 41 Pacific Rim countries that signed the CBD. It provides key insights on the main characteristics of selected access and benefit-sharing (ABS) policies and laws, their development, and implementation process. It contains a detailed comparative analysis of existing laws and policies. It presents four case studies of countries with regulations in place and contrasts them with four case studies of countries that are struggling to develop their regulations. It ends by discussing options of an international regime on ABS and a summary analysis of the main lessons and recommendations from the study.

La pêche aux mulets est devenue en moins d'une décennie la première pêcherie artisanale en quantité débarquée en Mauritanie. Exploitée de manière intensive, la ressource est aujourd'hui menacée. Un processus consultatif pilote a été appuyé depuis l'an 2000, réunissant l'ensemble des parties prenantes impliquées dans cette pêcherie, pour formuler des recommandations pour la gestion durable de cette ressource. Le travail et la démarche entreprise depuis quelques années permettent aujourd'hui non seulement de démontrer l'importance de la pêcherie du mulet en Mauritanie tant sur le plan économique que de la sécurité alimentaire, mais également de réunir tous les éléments nécessaires à l'élaboration et le mise en application d'un plan d'aménagement et de gestion de la pêcherie.

Conventional approaches to managing protected areas have often seen people and nature as separate entities. They preclude human communities from using natural resources and assume that their concerns are incompatible with conservation. Protected area approaches and models that see conservation as compatible with human communities are explored. The main themes are co-managed protected areas and community conserved areas. Practical guidance is offered, drawing on recent experience, reflections and advice developed at the local, national, regional and international level.
