El presente documento propone un protocolo para la elaboración de Planes de Gestión Territorial, en donde se incluyen las actividades REDD+ y/o de restauración del paisaje en México. El Plan de Gestión Territorial (PGT) es un documento de planeación que se realiza a nivel comunitario y tiene como objetivo elaborar una estrategia para promover el desarrollo regional sustentable con el propósito de mejorar la calidad de vida de la población y contribuir a la reducción de las emisiones de gases de efecto invernadero derivadas de la deforestación y la degradación de los bosques (REDD+), favoreciendo los procesos de adaptación y mitigación ante el cambio climático.

Este documento plantea una serie de lineamientos básicos que pueden ser revisados y adecuados al contexto cultural de cada territorio indígena, ejido o comunidad en donde se busque realizar un proceso de consulta pública orientada a lograr el consentimiento libre, previo e informado. Este trabajo busca funcionar como una línea base que debe ser consensuada y enriquecida para establecer procedimientos metodológicos y técnicos a fin de que los pueblos y las comunidades indígenas sean consultados en la formulación, aplicación, evaluación y aceptación o rechazo, de planes, programas, proyectos y acciones gubernamentales en torno a REDD+ en México (así como en relación a otros temas), en el territorio indígena, y que pueden incidir en sus derechos y en su desarrollo.
