This report is part of a series of investigations to determine whether pro-poor environmental fiscal reform can be designed and implemented in key sectors in the district of Abbottabad. This preliminary study aims to assess the current status of drinking water services in the district. It provides a baseline to guide pilot activities, and to serve as a basis for focused investigations in the future.

This study entailed a review of the existing literature relevant to agriculture policy, water policy and the status of various conventions/protocols to which Pakistan is a signatory. It identifies the gaps and makes recommendations on ways and means to address the gaps in the existing documents. Gap analysis techniques include commenting on what the present state is and how one could get to a desired state.

This study aims to explore options for pro-poor environmental fiscal reform (EFR) in Abbottabad. it serves as a primary evaluation, investigating ground realities, examining the institutional context and assessing household perceptions. It is hoped that the findings of this report will form the basis for further investigation and lay the groundwork for EFR implementation in the district.

Ce document de référence, réalisé par l'UICN en partenariat avec l'ONERC, fait suite aux actes de la conférence "L'Union européenne et l'Outre-mer: Stratégies face au changement climatique et à la perte de Biodiversité" qui s'est tenue à La Réunion du 7 au 11 juillet 2008. Ce document offre pour la première fois une analyse comparative des 28 collectivités d'outre-mer de l'Union européenne.

Este documento de referencia, elaborado por la UICN en colaboración con el ONERC sigue el procedimiento de la conferencia de la UICN "La Unión Europea y sus Territorios de Ultramar: Estrategias para hacer frente al Cambio Climático y la Pérdida de la Biodiversidad," tuvo lugar en la Isla de Reunión del 7 al 11 de julio de 2008. El documento ofrece por primera vez un análisis comparativo de las 28 entarget_idades de ultramar de la Unión Europea.

This background paper, produced by IUCN in collaboration with ONERC, follows the proceedings of the IUCN conference "The European Union and its Overseas Entities: Strategies to Counter Climate Change and Biodiversity Loss", which took place on Reunion Island from 7 to 11 July 2008. The paper offers for the first time a comparative analysis of the 28 overseas entities of the European Union.

The Economics of Ecosystems and Biodiversity Interim Report, a first assessment stemming from a G8+5 initiative sponsored by Germany and the European Commission, points to the growing pressures on biodiversity and ecosystem services across the world and the need for improved valuation metrics for pricing natural resources. The main pressures come from population growth, changing diets, urbanization, climate change and invasive alien species.
