This is a unique publication relating to legal frameworks of natural resources management. Following the “Legal and Institutional Frameworks for Sustainable Soils” (EPLP 45), this publication contributes to the revision of existing, and drafting of new, legislation relating to soils. It highlights the need for national soil policy, and sets out a soil management plan. It proposes legal and institutional elements that specifically address the needs of disadvantaged people, particularly women.

There is growing recognition that centralized forest regimes, which exclude local knowledge and customary practices, have not achieved sustainable forest management. Most countries of Eastern and Southern Africa are reviewing and revising policies and laws and restructuring their agencies to accommodate emerging forest management imperatives.

The 1992 United Nations Conference on Environment and Development placed a responsibility on States to protect the local, regional and global environment, especially problems shared by the whole community such as soil degradation.

Además, se señela los punto de concordancia entre los diferentes convenios, y los temas vinculantes reconocidos hasta ahora que podrán ser contemplados en la formulación de la estrategia nacional de biodiversidad.

Part I looks at community issues and Part II looks at the broad framework of policy and legislation intended to advance farmers' and breeders' rights at both national and international level. The summary provides recommendations, as well as action plans and strategies for the implementation of the international instruments.

The Hol Chan Marine Reserve Management Plan serves as a working document for the sustainable use and management of the marine resources in the area. This plan prescribes a zoning scheme that provides opportunities for the protection of specific natural features; for the maintenance of environmental services; and for tourism and fishing. It also prescribes a financial sustainability plan that could support the capital and operational expenses of the reserve.
