The latest IUCN Red List shows that a third of all amphibians, one in eight birds and a quarter of all mammals are under threat globally. Environmental action has to be taken collectively at the international level and the EU has taken a strategic approach across Europe, by implementing the Birds and Habitats Directives. The Directives are the most significant steps so far taken by the EU to meet its own target of “halting the loss of biodiversity by 2010”, and remain vitally important in making progress for conservation at an international level. Monitoring, assessing and reporting the success of this legislation is important. The monitoring exercise presented in this report represents the valuable contribution that NGOs can make towards this work. The European Habitats Forum brings together NGOs working to implement the Directives, and represents a wide range of knowledge and expertise concerning many species and habitat groups as well as experience gained from involvement at the local level. This report could be useful European Institutions and Government Ministries and Agencies in undertaking their own monitoring, assessments and reporting exercises.

   

The world is facing a biodiversity crisis of unprecedented magnitude. Unless there are radical changes in human behaviour, we can expect significant and alarming species loss in the near future. DNA and tissue banks have great potential as tools for biodiversity conservation, yet few have been established. Arising from a collaborative project on DNA banking, phylogeny and conservation of the South African flora, this publication provides the practical and legislative framework necessary to establish more DNA banks and is essential reading for anyone wishing to understand the application of genetic technologies to conservation.

The Mediterranean-rim countries hold around 400 million people and 135 million of them live on the coast. A steady migration towards coastal areas, specifically in the south and east of the Mediterranean, is causing pressure on the coastal environment and, more importantly, on its biodiversity. In this second Mediterranean regional assessment, all the reptile and amphibian species existing within the region of study have been evaluated for their global conservation status. This assessment aims to assist in regional planning and to help identify internationally important sites for biodiversity. Like the first in the series, it also hopes to encourage development of a network of regional experts to enable future assessments and the continued updating of the baseline dataset.

Poverty has become the central concern for development agencies, and because many of the areas that are most important for conserving biodiversity are occupied by poor people, or have poor people living around them, the relationship between poverty and protected areas can no longer be ignored. It is a complex one, but this book presents a balanced perspective on how protected areas relate to poverty, in both positive and negative ways. On one hand, protected areas deliver multiple benefits to the people living around them, ranging from tourism to pollination and on the other hand, protected areas may prevent some forms of resource use, and harbour animals that may damage crops in adjacent lands. But by carefully addressing these potential conflicts in an open and inclusive manner, protected area authorities can forge a productive partnership with the rural poor. The issues certainly will require further discussion, but this book provides a useful beginning built on a broad consensus of leading organisations working in conservation and development.

The Indian Ocean tsunami of 2004 and the catastrophic hurricane season in the Gulf of Mexico in 2005 have had tragic and devastating consequences for the global community and have drawn attention to the vulnerability of tropical coastal ecosystems. The lessons learnt from these events are critically relevant to future management of the coast. More than ever it is essential to consider the full value of ‘ecosystem services’ when making decisions about coastal development. This publication aims to help decision and policy makers around the world understand the importance to humans of coastal habitats, using coral reefs and mangroves as an example. As well as coastal protection, it also addresses the huge range of other benefits provided by these ecosystems and the role that they can play in coastal development and in restoring livelihoods for those suffering from the effects of extreme events, whether natural or induced by human activity.

Ces instruments contractuels, négociés au niveau local par une délibération de la collectivité locale et approuvés par l’Administration, peuvent porter sur une simple ressource, un groupe de ressources, ou encore sur un écosystème entier, comme c’est le cas dans le delta du Saloum. Impliquant l’ensemble des acteurs concernés, elles offrent la flexibilité, mais aussi le niveau de détail nécessaire, à une gestion rationnelle et intelligente de ressources naturelles hélas de plus en plus rares.

   

How are decisions about water resources development made? This question is prompted by the continuing global interest in the final report from the World Commission on Dams (WCD), released in 2000, which offered seven strategic priorities as a framework to aid decision-making about large dams and other types of water resources development. As part of their response to the WCD Dams and Development Report, IUCN members and partners in the Mekong Region decided to use the Strategic Priorities as an entry point to a brief review of current frameworks. The policy briefs presented in this volume were synthesised from the final versions of the national studies undertaken in five of the six Mekong Region countries: Cambodia, China, Lao PDR, Thailand and Viet Nam to study the application of the World Commission on Dams Strategic Priorities in the Mekong Region. The objectives were to analyse the extent to which existing national policies and legislation already support the ideas embodied in the WCD Strategic Priorities; and to suggest changes to the existing policy and legislative framework in each country that might improve water-related governance.

Wild plant species are used for medicine in most countries of the world. A recent survey conducted by members of the Medicinal Plant Specialist Group of the IUCN Species Survival Commission suggests that 72,000 species of higher plants are used medicinally worldwide, approximately 17% of the world’s higher plant flora. This publication contains a series of papers presented during the Global Synthesis Workshop on “Biodiversity loss and species extinction: managing risk in a changing world” held at the IUCN World Conservation Congress in Bangkok, Thailand in 2004 and recognizes the importance of medicinal plants and other components of biodiversity to human welfare.

This introductory volume focuses specifically on strategic planning—the first and perhaps most critical component to establishing successful conservation awareness initiatives. The emphasis is on a creative and participatory process that can be used to design conservation education and communications plans: the 4-P Workshop (Problems, Publics, Products, Plan).
