The 1992 United Nations Conference on Environment and Development placed a responsibility on States to protect the local, regional and global environment, especially problems shared by the whole community such as soil degradation. The knowledge of the severe degradation situation of the world’s soils and of the poor state of the soil legislation led the IUCN to pass a Soil Resolution at its World Congress in October 2000 for the IUCN Environmental Law Program to develop legal guidelines, explanatory material and investigate a global legal instrument for the sustainable use of soils, while paying particular attention to the ecological needs of soil and their ecological functions for the conservation of biodiversity and the maintenance of human life. This book discusses an ecological-based rationale for new international, national and regional legislation and institutional frameworks for sustainable soil, and a basis for the preparation of the instruments.

These proceedings provide an overview of the ongoing research and management activities on polar bears in the circumpolar arctic. Together with the previous 12 proceedings, they provide an historic record of international efforts in protecting polar bears from over-harvest and document more recent concerns of threats arising from increased human activities in both the Arctic and in regions far beyond the realm of polar bears. More proactive management is needed to address limitations in the knowledge of population dynamics. New information indicates that the greatest future challenges to polar bear conservation may be ecological change in the Arctic due to climate change and pollution. The complex, global nature of the issues requires international cooperation and development of diverse, new approaches to address them.

Since the 1998 coral bleaching and mortality, which affected reefs throughout the tropics, a number of projects dealing with research, monitoring and management of coral reefs have been conducted. A number of these projects have been carried out under the CORDIO Program in the Indian Ocean where coral reefs have been severely impacted by bleaching related mortality and other anthropogenic influences. CORDIO’s third status report describes the condition of coral reefs throughout the central and western Indian Ocean and presents the results of several targeted research projects conducted within the last 18 months.

Once one of the most abundant grazing animals, now only seven species remain. Equids persist in some of the harshest climates and terrains in the world, habitats which are also home to many human populations. Conservation will depend on local nomadic pastoralists participating in, and benefiting from, the conservation management of their areas. Ce livre traite de la gestion décentralisée des ressources naturelles au Brésil et au Costa Rica. La question centrale posée par cet ouvrage est de savoir si la décentralisation va encourager la surexploitation des ressources naturelles ou au contraire favoriser une gestion plus sage de ces ressources par les communautés locales. Après une présentation du cadre historique et politique très différent de ces deux pays, plusieurs expériences conduites au niveau de municipalités et de groupes locaux sont décrites. Elles montrent ainsi dans quelles conditions la décentralistaion favorise réellement une gestion locale et durable des ressources naturelles.

The Maduganga estuary and mangrove islets are a complex coastal wetland ecosystem situated in the southern part of Sri Lanka. Currently not a protected area, Maduganga has been recognised as a priority wetland for conservation because of its rich biodiversity. This publication reports the findings of a systematic assessment by IUCN Sri Lanka of the area’s biodiversity, and provides scientific knowledge in a simplified manner to facilitate future initiatives to conserve this valuable coastal wetland ecosystem.

This comprehensive report outlines a new solution to the biodiversity extinction crisis, in response to its warnings that unless farmers and the world's poorest peoples can learn to coexist with wildlife, hundreds of species may be lost. The approach, called ecoagriculture, seeks to help farmers, most urgently those living in or near biodiversity hotspots, to grow more food while conserving habitats critical to wildlife. The approach dramatically breaks with both traditional conservation policies and common agriculture techniques. Through the use of several dozen case studies, the report documents six key ecoagriculture strategies in use around the world. These methods can help farmers in industrialized and developing countries protect wild species and conserve habitat on and near their land while increasing agricultural production and farmer incomes.

Use of and trade in wildlife is a fact of life for human society around the globe. Article IV of the CITES Convention requires that exporting countries restrict trade in Appendix II species to levels that are not detrimental either to species’ survival, or to their role within the ecosystems in which they occur (known as the “non-detriment finding”). Based on two workshops convened by IUCN to develop some pragmatic assistance for Scientific Authorities, this publication presents the background to the development of the non-detriment finding checklist and explains how the checklist itself is designed to work, in the hope that Scientific Authority staff will take and develop the parts of the approach that they find useful.

The regions of Eastern and Southern Africa, embracing the countries of Sudan, Eritrea, Djibouti, Somalia(land), Ethiopia, Uganda, Kenya, Tanzania, Zambia, Malawi, Mozambique, Zimbabwe, Botswana, Namibia, Angola, Lesotho, Swaziland and South Africa display a great richness and diversity of cultures and peoples, geographical features and biodiversity. This complexity has created great diversity in resource use and management by rural people. The histories of these countries vary from a majority of former British colonies, under a variety of different governance regimes, to Ethiopia which was not colonized and has had a ancient recorded history complete with a highly organized monarchy and land based aristocracy. This review explores tree and forest conservation from the perspective of rural people and other key stakeholders who use those trees in different ways for a wide variety of reasons. A loose focus is placed on natural or indigenous trees. The purpose of this review is to identify and understand the key issues relating to power and the responsible involvement of communities in forest management activities, in order to learn lessons from practice, and inform and influence the policy arena. In turn, this will explore opportunities as to how forest options can contribute to the reduction of poverty, and identify important areas needing further research.

   

A critical component in ensuring effective environmental governance is the existence of a vigilant civil society which can activate relevant statutory agencies to enforce environmental policy and legislation. Lawyers are in a special position to provide leadership in this domain, although the lack of formal training in environmental law and policy advocacy in this region has highlighted the need to provide some. The compilation of papers in this volume provides background materials on the Regional Training course on Environmental Litigation and Advocacy which was held in April 2002 in Johannesburg.

   

Part I looks at community issues and Part II looks at the broad framework of policy and legislation intended to advance farmers' and breeders' rights at both national and international level. The summary provides recommendations, as well as action plans and strategies for the implementation of the international instruments.
