This report on Transport for Sustainable Development in the ECE region deals with issues and best practices in inland transport, i.e. in road, rail, inland waterway and intermodal transport. It also outlines key UNECE contributions and reviews progress towards the development of more sustainable inland transport. Chapter 1 gives a brief review of sustainable development and its implications for transport. Chapter 2 gives an account of general trends in the ECE region relevant to sustainable transport development. Chapter 3 explains transport’s role for social and economic sustainability by providing access for individuals and markets. Chapter 4 discusses the issues of affordable transport for the individuals and for the public at large. Chapter 5 deals with transport safety specifically road traffic safety. Chapter 6 argues that transport security must be included in a comprehensive approach to sustainability. Chapter 7 reviews the most prominent element of sustainability, i.e. the environmental issues in terms of local pollution and climate change impacts of transport. Chapter 8 calls for more support to intermodal transport. Chapter 9 concludes by assessing the current situation giving general “verdicts” and through outlining the ways forward.

This book describes how an era of biohappiness, based on the conservation and sustainable and equitable use of biodiversity, can be launched. It deals with all aspects of conservation such as in situ, ex situ and community conservation, and also covers conservation issues relating to mangroves and other coastal bioresources, whose importance has grown with the emerging possibility of sea-level rise from global warming. The book includes concrete examples of how local tribal families have taken to the establishment of gene, seed, grain and water banks in villages, thus linking conservation, cultivation, consumption and commerce in a mutually-reinforcing manner.

   

Can agricultural water management (AWM) technologies provide innovative solutions that can help to meet this challenge of feeding a growing, mostly disadvantaged, population by producing more food but with fewer resources? This paper reviews the water-food-poverty nexus and examines the role that AWM technologies may play in achieving world food and water security.

Scientists used a network of interdisciplinary studies to investigate the ecological effects of marine managed areas (MMAs) dispersed widely across the tropics. The results indicate that rigorously enforced MMAs can be an effective management tool to reduce overuse of natural resources and conflicts among different uses of the ocean. In addition, MMAs can provide important data for adaptive management of marine resources. This four-page policy brief draws from the "Living with the Sea" report.

Effective local management of coral reefs has a direct effect on reducing threats and improving overall coral community health. Careful zoning and effective enforcement of resource use within a marine managed area reduces impacts of overfishing, allowing populations of grazing fish to rejuvenate and maintain healthy ecosystem functioning. Coastal land management to reduce deforestation and land-based pollution, and planning for sustainable coastal development can ensure that nutrient and sediment loads to the reef environment are kept low, maintaining a vibrant coral reef community. Coral reefs that are healthy have greater resilience and ability to recover from chronic and acute stress. Global-scale stresses associated with climate change include elevated sea surface temperatures, ocean acidification, sea level rise, and increasing storm intensity. Adaptive management of coral reef communities will be most effective if a reliable annual indicator of community health is available to resource managers and policymakers. The Coral Health Index (CHI) is such a tool.

For a large number of developing countries, agriculture remains the single most important sector. Climate change has the potential to damage irreversibly the natural resource base on which agriculture depends, with grave consequences for food security. However, agriculture is the sector that has the potential to transcend from being a problem to becoming an essential part of the solution to climate change provided there is a more holistic vision of food security, agricultural mitigation, climate-change adaptation and agriculture’s pro-poor development contribution. What is required is a rapid and significant shift from conventional, industrial, monoculture-based and high-external-input dependent production towards mosaics of sustainable production systems that also considerably improve the productivity of small-scale farmers. The required transformation is much more profound than simply tweaking the existing industrial agricultural systems. However, the sheer scale at which modified production methods would have to be adopted, the significant governance and market-structure challenges at national and international level and the considerable difficulties involved in measuring, reporting and verifying reductions in GHG emissions pose considerable challenges.

Palms, belonging to the Arecaceae family, are among the most common plants in tropical countries and provide a vast assortment of products ranging from food to construction materials, fibre and fuel. Tropical palms, originall published in 1998, has been updated in 2010 to include the most recent information and developments regarding the conservation status and use of various tropical palm species. It describes the many uses of the products derived from palms and provides updated references and sources of additional information. Palm products are considered both at the substance and commercial levels. Using this publication, readers will be able to assess the role of palms and their products within forest management, agriculture and nature conservation activities.

   

This handbook constitutes one of the battles being fought by civil society organisations to promote and protect the rights of communities living adjacent to mining areas against the operations of extractive industries, the state and other individuals who violate their Environmental, Economic, Social and Cultural Rights (EESCR). Its objective is to assist legislators to further appreciate and build their knowledge on the key issues that they should focus on in carrying out their representative, oversight and legislative role in the extractive sector. The handbook seeks to explain some key concepts in the extractive sector and give policy and legal solutions within the context of recent developments in the sector in Zimbabwe. The main thrust is to promote and protect the EESCR rights of mining communities.

   

Capacity development and environmental sustainability are both central to UNDP's mandate and programming. The purpose of this Practitioner's Guide is to provide practical guidance to UNDP staff, partner countries and other development partners on the nature of environmental capacity and how to support capacity development for environmental sustainability (CDES ). The guide builds on UNDP's Practice Note on Capacity Development and Practice Note on Capacity Assessment and incorporates best practices from CDES experience to date. The main text of this guide presents the UNDP approach to CDES , including guiding principles, an analytical framework and a five-step process that can be adapted to various settings. Annex A provides practical tools to implement this approach, Annex B provides case studies, and Annex C lists references.

   

The report analyzes how the humanitarian community and the emerging volunteer and technical communities worked together in the aftermath of the 2010 earthquake in Haiti, and recommends ways to improve coordination between them in future emergencies. The report is based on interviews with more than 40 technology and humanitarian experts, many of whom responded to the devastating January 2010 earthquake in Haiti. The report identifies best practice and lessons learned from the Haiti operation; makes recommendations to strengthen coordination between the humanitarian and technology communities; and proposes a draft framework for institutionalizing this collaboration.

The concept of Integrated Food and Energy Systems (IFES) as such is not new. Simple integration of food and energy production at both small and large scales has shown many successful results. However, with the increasing complexity of the system, - and hence higher resource use efficiency, the number of successful cases diminishes. Concrete results on wide-scale implementation of more complex IFES are scarce. Given this situation, FAO held an international technical consultation in July 2010 on “How to make integrated food-energy systems work for both small-scale farmers and rural communities in a climate-friendly way”. This paper draws on an extensive review of literature and the findings of this technical consultation to identify what hinders IFES, in particular, and some key solutions that could help to realize their benefits on a wide scale. It starts by introducing the IFES concept and potential benefits, as well as some example of IFES in both developed and developing countries. It then briefly discusses the constraints related to IFES implementation, both at the farm level and beyond the farm, before venturing to suggest some possible solutions to overcome these constraints.
