This book addresses the economic component of ecologically sustainable development in the Pacific. It is primarily concerned with the role that conventional economic issues plays in the viability of natural resource and environmental projects in the Pacific. Key economic concepts, principles and topics covered in this book reflect issues that project managers are likely to encounter during the life cycle of a project. The book is designed to provide a practical and operational approach to considering economics for resource and environmental management, and to guide individuals involved in designing and implementing resource and environment projects in the Pacific. Although the book is written with project managers in the Pacific in mind, and uses case study examples from the Pacific islands, the economic concepts and principles covered in this book are also likely to be relevant to project managers around the developing world.

Le livre, ainsi que toute une série d’ateliers sur le renforcement des capacités auxquels j’ai personnellement participé et une mission d’enquête au Nigéria nous ont aidés à mieux comprendre les défi s environnementaux et socio-économiques générés par le secteur émergent du pétrole et du gaz offshore. Cette nouvelle édition va plus loin en faisant des propositions positives quant à la manière dont le secteur pétrolier et gazier offshore pourraient contribuer au développement durable de notre région. Ce livre présente une vue d’ensemble des aspects positifs et négatifs des activités d’exploitation pétrolière et gazière dans le monde entier, notamment en se concentrant sur la situation régionale ouest africaine ainsi que les projets d’énergie nationale et de développement durable. Ce livre vise à aider les gouvernements et les sociétés civiles de la WAMER à mettre en harmonie les questions afférentes aux activités pétrolières et gazières et les priorités nationales de développement.

This publication, produced in the context of the Regional Programme for West African Marine and Coastal Conservation (PRCM), is a successor to a 2005 volume entitled "Environmental management of offshore oil exploitation and maritime oil transport." The book helped us to better understand the environmental and socio-economic issues and options created by the emerging offshore oil and gas industry. This new edition takes things a step further, by making positive propositions as to how the offshore oil and gas industry could contribute to sustainable development in our region. This book provides an overview of what has gone right and wrong with oil and gas development worldwide, with particular emphasis on the West African regional situation and national energy and sustainable development plans. It is designed to help governments and civil societies of the WAMER to reconcile issues associated with oil and gas development with national development priorities.

Cette synthèse compare pour les quatre pays l’historique et les perspectives de l’exploitation minière, les cadres juridiques et règlementaires relatifs à l’environnement, les caractéristiques environnementales et sociales des zones étudiées, les études sociales et environnementales de l’état initial et d’études d’impact environnemental. Elle fait ensuite le point sur la situation des concessions minières dans les sites d’étude de cas et sur les pratiques observées puis résume les principales conclusions et recommandations.

   

Le Rapport préliminaire sur l'état de l'environnement en Afrique Centrale fait une description des ressources naturelles encore existantes, identifie les opportunités d'utilisation de celles-ci en vue de la lutte contre la pauvreté et le développement durable. En prenant en compte les principaux défis qui sont associés à la réalisation de ces opportunités, il définit des politiques et des mécanismes permettant de les capitaliser. Le présent rapport se veut avant tout un rapport «zéro », le point de départ et de comparaison pour tous les rapports à paraître ultérieurement. Dans cette optique, il est un document de travail, de suivi et de diagnostic. Mais au-delà, il doit aussi être un instrument de coordination pour les pays membres du Réseau Africain d'Information sur l'Environnement (RAIE).

L’etude essayerait de commenter les différents critères de la Liste Rouge, par rapport à leur applicabilité pour analyser l’évolution des statuts des espèces de poissons commerciaux, dans les circonstances de l’Afrique de l’Ouest ; mais également d’identifier les principaux critères de la Liste rouge correspondants aux types d’informations générées par les centres océanographique et halieutiques et les programmes de recherche et de suivi des ressources marines. Ensuite, l’étude tentera de réunir les informations issues des bases de données et des publications du projet Système d’Informations et d’Analyse des Pêches (SIAP) pour environ dix espèces emblématiques de poissons démersaux côtiers appartenant d’au moins cinq différentes familles. Ces espèces seront choisies pour leur valeur économique, leur représentativité en termes culturels, de captures, et de baisse d’abondance au cours des cinquante dernières années. Un formulaire type pour chaque espèce sera établi et un statut argumenté sur la base des critères et des évolutions des abondances, documentées depuis les 50 dernières années sera fourni pour chaque espèce retenue.

These 15th Proceedings provide an overview of the ongoing research and management activities on polar bears in the circumpolar Arctic. Together with the previous 14 proceedings, they provide an historic record of the international effort in protecting, studying, and managing polar bears. The document addresses more recent concerns of threats arising as a consequence of increased human activities in both the Arctic and in regions far beyond the Arctic. Previous proceedings included a Status Report for each of the world’s subpopulations, which focused largely on the known or unknown status as it related to harvest. In the Status Report of the 15th Proceedings, we provide a more comprehensive assessment of all threats to the status of each polar bear subpopulation.

   

La présente étude a pour objet l'évaluation et l'analyse du cadre légal et institutionnel des Aires Protégées dans trois pays de l'Afrique de l'Ouest: Côte d'Ivoire, Burkina Faso et Ghana. En soulignant les choix et les méthodes de gestion des différents types d'AP de ces pays, l'étude examine les aspects suivants : les différents types d'AP, leur distribution sur le territoire, leur dimension, les défis environnementaux et de protection de la biodiversité, les instruments légaux qui reconnaissent l'AP, les instruments légaux déjà en place traitant des AP ou les protégeant indirectement et l'efficacité du cadre légal et institutionnel exposé et des suggestions pour l'améliorer. L'étude identifie des aspects spécifiques pour chaque pays qui méritent d'être traités séparément, alors que certains aspects apparaissent communs aux trois pays, par exemple une faible application de la loi et une fragmentation du cadre légal sur les AP.

   

L'évaluation de l'ensemble du réseau d'aires protégées en Guinée grâce à l'outil RAPPAM, conduite en février 2008, avait donné une vue d'ensemble de l'efficacité de gestion du réseau d'AP et un certain nombre de recommandations avait été émis à partir de cette approche. La présente évaluation vient en complément de cette première analyse, et a pour objectif de se focaliser sur un échantillon restreint d'AP pour en identifier l'état initial et les conditions nécessaires qui permettront l'amélioration des modes de gestion de ces sites. Ces AP ont été spécialement choisies pour leur capacité à progresser. Le lecteur trouvera en annexe une fiche détaillée présentant les caractéristiques de gestion de chaque AP étudiée. Cette étude apporte un éclairage nouveau sur la pertinence du choix des aires protégées qui doivent constituer le réseau national. Although the rules regarding REDD have not been set, it is already clear that the extent to which an individual country will be able to attract international investment and REDD payments will depend to a considerable extent on its ability to put in place a system that rewards forest managers who are changing their behaviour to reduce deforestation and degradation. In other words, they need to establish a benefit distribution system (BDS) that is transparent and efficient, and is seen to reward those actually providing the (emissions reduction) service. For Viet Nam, Laos and Cambodia there are huge opportunities in REDD. But can they carve a niche for themselves vis-à-vis the competition of biomass rich “big hitters” such as Brazil, Indonesia or the countries of the Congo Basin, as a provider of carbon emissions reduction credits that offer real environmental and socioeconomic benefits? And will the flow of funds to them be sufficient enough to make the system viable?

   

This report is planned to be a useful advisory tool for local and regional policymakers, administrators and managers. The information in this report will also be of interest to organisations such as NGOs, regulatory bodies, permitting agencies and the judicial system. It explores and gives practical guidance on how to deal with the challenge of biodiversity loss at a local and regional level. It examines what local governments can do with respect to natural resource use and management, maintaining and supporting biodiversity, local and regional urban and spatial design, as well as market-based approaches, such as Payment for Ecosystem Services (PES).

   

The TEEB study is underpinned by an assessment of state-of-the-art science and economics. The goal is to provide the conceptual foundation to link economics and ecology and to posit a paradigm of the relationship between biodiversity and ecosystem services. This aspect of the study tackles the challenges of valuing ecosystem services, as well as issues related to economic discounting. It aims to quantify the costs of inaction and examine the macroeconomic dimension of ecosystem services loss. This information will focus on improving our understanding of the economic costs of biodiversity loss and ecosystem degradation. This survey is the most comprehensive overview of existing thinking in this area to date, and the process is bringing scientists and economists together to provide the analysis and tools required in order for us to be able to create a robust methodological framework enabling the decision-makers at different levels to do economic analysis of ecosystem services and biodiversity.

It has become clear during recent global deliberations on biodiversity conservation that achieving Protected Area (PA) financial sustainability will require major changes in the way that PA funding is conceptualized, captured and used. With many, if not most, PAs facing funding crises, both in terms of the amount of funds available and how those are used, there is an urgent need to expand and diversify PA financial portfolios, and to ensure that funding reaches the groups and activities essential for biodiversity conservation. A range of innovative financing mechanisms have been developed and implemented to increase funding for PAs. This document aims to review and assess the status of a variety of these mechanisms, the major obstacles and opportunities for their implementation, and the potential for improvement.

This Handbook presents many of the key outputs, recommendations and accumulated expertise from the project “Support for Agri-environment Policies and Programming in Serbia” that was undertaken between 2008 and 2010. It is produced in both Serbian and English and is intended to serve as a reference document to support the future programming of agri-environment measures in Serbia. Special attention is given to introducing the concept of high nature value (HNV) farming and the biodiversity benefits associated with using agri-environment and other rural development measures to maintain low intensity farming systems typically found in Serbia. The publication is the first attempt to systematically introduce the concepts of HNV farming and agrienvironment policies and payments to a Serbian audience.

   

Throughout the world and over centuries, small-scale livestock keepers and pastoralists have developed animal breeds that are well suited to their local conditions. These breeds are hardy and disease-resistant; they can survive on little water and scant vegetation. They can continue producing meat and milk in areas where modern, imported breeds succumb without expensive housing, feed and veterinary care. They enable people to earn a living in otherwise inhospitable areas, and embody valuable genetics for future breeding efforts. Nevertheless, these breeds are in danger of disappearing, pushed out by modern production techniques and out-competed by exotic breeds. Finding niche markets for their products is one possible way of ensuring the survival of these breeds, and enabling the people who keep them to earn more from their existing lifestyle.

IUCN, WWF and the US National Oceanic and Atmospheric Administration (NOAA) have developed this guidebook to assist marine protected area (MPA) managers in assessing the performance of their MPA. Based on this assessment, it shows how necessary changes can be made to improve management measures. It presents a flexible approach that can be used in many types of MPA and offers a variety of specific biological, socio-economic and governance indicators to measure the effectiveness of management actions in achieving MPA goals and objectives.

   

This second issue of the Global Re-introduction Perspectives provides 72 case-studies covering invertebrates, fish, amphibians, reptiles, birds, mammals and plants. The case-studies are presented in the same format as the 2008 issue and the case-studies are vividly illustrated with color photographs.

   

The aim of this guideline is to aid maritime administrators, or other lead agencies working with ballast water management, to assess and quantify (as appropriate and possible) the potential economic consequences of unintended marine species introductions. Such economic understanding is intended to support sound decision making in relation to invasive alien species (IAS) risk reduction, preparedness and response planning, and in particular as a source of information for the development of a National Ballast Water Management Strategy.

Biodiversity within inland water ecosystems in the Eastern Himalaya region is both highly diverse and of great regional importance to livelihoods and economies. However, development activities are not always compatible with the conservation of this diversity, and the ecosystem requirements of biodiversity are frequently not considered in the development planning process. One of the main reasons cited for inadequate representation of biodiversity is a lack of readily available information on the status and distribution of inland water taxa. In response to this need for information, the IUCN Species Programme, in collaboration with Zoo Outreach Organisation (ZOO) conducted the Eastern Himalaya Freshwater Biodiversity Assessment, a review of the global conservation status of 1,073 freshwater species belonging to three taxonomic groups – fishes (520 taxa), molluscs (186 taxa), and Odonata (dragonflies and damselflies) (367 taxa).

   

A profound retrospective of the first decade of the UN Global Compact, challenges in the light of the year of biodiversity, and instruments for an adequate Corporate Citizenship are some of the issues highlighted in the new 2010 edition of the Global Compact International Yearbook. One chapter is entirely devoted to biodiversity. The Global Compact International Yearbook 2010 also includes 46 best practice examples from different companies, which illustrate how to implement the ten Global Compact principles in daily business and projects.

   

Protected areas in Ghana cover 5.6% of the country and are of economic importance as they contribute to improving standards of living of communities surrounding them. However, these protected areas are subject to pressures and threats, the main ones being poaching, bush fires and land conversion due to farming or grazing around or within the protected areas. There pressures and threats increase the protected areas’ vulnerabilities. Globally, human, financial and technical means remain insufficient to efficiently manage the activities of protected areas. This study makes recommendations for improving management effectiveness of the protected areas.
