With the growing scarcity of fish resources, instruments of fisheries management become crucial. This publication suggests a legal approach to this isssue, and focuses on six case studies: Indonesia, Kenya, Namibia, Brazil, Mexico and the EU. The case studies are preceded by an analysis of the international law requirements concerning fisheries management, with a focus on fisheries in Exclusive Economic Zones. The final part of the book summarises the case studies and develops a proposal for a ‘legal clinic’ for fisheries management.

This final book of the ABS project provides focused research papers on issues that have not been agreed internationally, and which were beyond the scope of the first four ABS books: 1) ABS issues in sectoral ministries and instruments; 2) legal issues and experiences relevant to designing an ABS framework that is functional within countries and across boundaries; 3) relationships between ABS and international frameworks addressing social welfare issues; 4) concerns regarding inter-framework issues and relationships; and 5) the need to include ABS components relating to technology transfer in discussions and implementation mechanisms.

For billions of people throughout the world – especially the poorest – wetlands are critical for livelihoods. Wetlands are also home to an enormous diversity of wildlife, much of it unique to freshwater habitats. Traditional separate biodiversity and livelihood assessment and economic valuation fails to present the full value of a wetland in the face of alternative wetland uses, and as a result wetlands are lost through development activities. Developed through case studies in Cambodia and Tanzania, this publication presents a process for integrated wetland assessment, bridging for the first time the disciplinary divides between the development, economic and conservation sectors. The Toolkit provides a set of practical and policy-relevant methods for information collection which can be used by those involved in wetland conservation and development planning.

The links between human rights and biodiversity and natural resource conservation are many and complex. The conservation community is being challenged to take stronger measures to respect human rights and is taking opportunities to further their realisation. ‘Rights-based approaches’ (RBAs) to conservation are a promising way forward, but also raise a myriad of new challenges and questions. This volume gives an overview of key issues and questions in RBA. Experience and dialogue will add to a fuller understanding of the promises and challenges of RBAs to conservation. The aim of this volume is to contribute to that discussion.

Re-introductions are increasingly being used as a wildlife management tool to restore extinct or depleted wild populations into suitable habitats. These guidelines have been developed to provide guiding principles for the restoration of viable Galliformes populations in the wild for conservation purposes.

Wildlife in a Changing World presents an analysis of the 2008 IUCN Red List of Threatened Species. Beginning with an explanation of the IUCN Red List as a key conservation tool, it goes on to discuss the state of the worlds species and provides the latest information on the patterns of species facing extinction in some of the most important ecosystems in the world, highlighting the reasons behind their declining status. Areas of focus in the report include: freshwater biodiversity, the status of the worlds marine species, species susceptibility to climate change impacts, the Mediterranean biodiversity hotspot, and broadening the coverage of biodiversity assessments.

In 2007, IUCN, UNDP, UNEP and WEDO recognized the need for a coordinated strategy among global institutions working on gender and climate change. The result was the establishment of the Global Gender and Climate Alliance (GGCA). The primary goal of the GGCA is to ensure that climate change policies, decision making, and initiatives at the global, regional and national levels are gender-responsive. The GGCA has developed this training manual to increase the capacity of policy and decision makers so that efforts to mitigate and adapt to climate change are gender-sensitive.

More than 70% of the earth is covered by oceans and major seas and there are more than 1.6 million kilometres of coastline. Yet our marine world is under threat: the most insidious is the one posed by marine invasive species. This booklet does not present new or primary information, but rather a synthesis of current issues and trends, including several examples of some of the worst marine invasive species, their spread and impact. It is targeted at the general public to highlight an important but often overlooked issue, and to serve as a source of information and inspiration.

Investment in sustainable ecosystem management can offer cost-effective solutions to reducing community vulnerability to disasters. Healthy ecosystems are beneficial to local populations for the many benefits and products they provide, whilst acting as natural buffers to hazard events for flood abatement, slope stabilization, coastal protection and avalanche protection. This publication was developed to provide guidance on the benefits of, and ways to integrate environmental concerns into disaster risk reduction strategies (DRR) at the local and national levels. The field of disaster risk management has evolved to recognize the need for addressing development issues for reducing risk, but the environmental dimension has yet to receive adequate attention and practical guidance.

The southwestern part of the Balkan Peninsula is a global hot spot of biodiversity. High mountain areas show an outstanding diversity of plant species, while the region is one of the last remaining retreats of large European carnivores, such as bear, wolf and lynx. The border areas in the project region, as in many countries adjoining the European Green Belt, represent some of the last intact nature sites. Cooperation of border police and nature conservation authorities can help to enhance law enforcement, prevent illegal activities that damage the natural resources of the border areas, and monitor populations of threatened species. Civil conflict prevention is also a high priority in these areas. Transboundary cooperation in the field of nature conservation and environment protection can be regarded as an important instrument for mitigating tensions and re-establishing friendly neighborly relations. This publication is an output of the project “Civil-military Cooperation for the Promotion of Transboundary Nature Conservation along the European Green Belt (South Eastern Europe)” and was prepared in English, Albanian and Macedonian, in order to facilitate transboundary cooperation, and communication between different partners from different ethnic and professional backgrounds working or living near the border regions.

The European Red List is a review of the conservation status of c.6,000 European species (mammals, reptiles, amphibians, freshwater fishes, butterflies, dragonflies, and selected groups of beetles, molluscs, and vascular plants) according to IUCN regional Red Listing guidelines. It identifies those species that are threatened with extinction at the regional level – in order that appropriate conservation action can be taken to improve their status. This publication summarises results for Europe’s 151 native species of terrestrial and freshwater reptiles. Approximately one fifth of these species are threatened with extinction at the European level as a result of threats including habitat loss, fragmentation and degradation, pollution, overharvesting, and deliberate persecution.

This paper is a response to an IUCN internal review of the Strengthening Voices for Better Choices project, carried out in May 2007. The review recommended that a study be carried out, focusing on the process of implementation in Sri Lanka, in order to learn lessons about catalysing dialogue for improved forest governance. It is intended to serve as a learning tool for people involved in the Strengthening Voices for Better Choices project in Sri Lanka and beyond. As such, it is not a consensus document, although a broad range of stakeholders was consulted and their views have been taken into account as much as possible. Several reviewers also provided comments on earlier drafts. It is hoped that the paper will inform reflections of a similar nature in other sites within the global project, and that it will be of interest more generally to people involved in forest governance.
