Fires are a natural phenomenon. However, over 90% of all wildland fires today are due to human action causing significant forest loss between 6-14 million hectares of forest per annum. This leads to enormous economic losses, damage to environmental, recreational and amenity values, and loss of life. There is strong recognition that action is needed to catalyse a strategic international response to forest fires. This report by WWF and IUCN reviews the global situation following the 1997-98 fires and suggests recommendations for action.

Organisations and their approaches in community based natural resources management in Botswana, Namibia, Zambia and Zimbabwe

This publication records the methods, lessons and experiences of organizations involved in CBNRM programmes in Botswana, Namibia, Zambia and Zimbabwe, to enable organizations and communities to discover and learn from the implementation experiences of counterparts in neighbouring areas. The focus is on practical approaches, with a brief overview of the national CBNRM programmes and enabling legislation. The report is organized by country, and contains "Observations" from each implementing organization. There is much well-known literature on problem issues but the attempt here is not to describe the dilemmas faced, but the practical solutions devised. The report is straightforward and simple, extracting useful lessons from CBNRM experiences in the four countries. Due to the brevity of the fieldwork in the study countries, there was no time for field trips to the communities. Thus, in this sense, the report contains a bias towards the agendas and perspectives of implementing organizations.
National conference on community based natural resource management in Botswana : report of conference proceedings
   

This report is on the first national conference on CBNRM that was a culmination of a series of three workshops on key topics in CBNRM, namely: community mobilization, enterprise development and natural resource monitoring and management. The objectives of the conference were to reflect on the progress made so far in implementing CBNRM activities, to consider the recommendations from the workshops and to deliberate the way forward. These proceedings provide a good overview of the achievements of CBNRM to date.

Draft International Covenant on Environment and Development
   

In the mid-1980s, the IUCN Commission on Environmental Law, in consultation with leading experts from around the world, began to respond to a need later identified by Agenda 21 : the preparation of an integrated framework for international environmental law. It did so by elaborating a draft legally-binding global agreement on environmental conservation and sustainable development, in which both codification of existing rules as well as progressive development of the law play important roles. The result is this draft covenant. Published along with a comprehensive legal commentary, this document is intended to be a starting point for debate and consideration, by providing expert opinion on the possible content of such an instrument.
Cooperation in the European mountains, 3 : the sustainable management of climbing areas in Europe

Rock climbing is a continent-wide phenomenon. Any ban on climbing in one country invevitably leads to increased pressure on sites in other countries. Thus, regional if not continent-wide approaches are essential to identify sites where restrictions on climbing may be necessary, and to justify, negotiate, and publicise these restrictions (which are often temporary or seasonal). This report examines the history of climbing and its social and economic significance. It describes the typical flora and fauna of the rock biotope. It presents the results of a survey carried out in 21 European countries, includes a number of case studies and puts forward a series of recommmendations for sustainable management of climbing in Europe
