Wetlands in Bangladesh are going through a difficult phase caused by exponential degradation and destruction of these ecosystems and dwindling of their valuable resources. Plant resources are more vulnerable due to over-harvesting and unwise exploitation. Sustainable plant resource management and conservation of the local flora have to be linked together to provide greater livelihood security for the rural people, especially the poor ones, who depend upon plants for food, fodder, agricultural and household implements, medicine, as well as recreation and entertainment. The data collection for this report also involved participation of the various resource-user groups and local communities. This report is a compilation of the knowledge and experience of the people of Arua and Gopinathpur unions.

This book primarily based on observation made during field trips to different haors and floodplains in the SEMP project areas by plant experts, IUCNB staff and partner NGOs. Experience and ideas of the local communities of these wetlands were also considered while preparing the manuscript. Some of the information has been drawn from existing published and unpublished accounts. This book will provide a guideline for future wetland plant resource conservation and management.

The participatory land-use survey report is a major baseline activity of the Community Base Haor Resource Management Project. The survey was done in Pagnar and Sanuar-Dakuar haors. The objectives of this report are to promote local community participation in development projects, and collection and recording of topographical, ecological, economic, social and demographic information about the target areas, on the basis of which, analysis of impacts of the livelihood strategies and the economic activities on local resources has been carried out.

The present report compiles the awareness raising initiatives take under the Community Based Floodplain Resource Management Project, a component of the SEMP. It details out the justification of such interventions, approaches considered and chosen activities to enhance people’s awareness level at the project areas in the floodplains. A number of recommendations are also suggested to make the initiative more participatory and effective in attaining the targeted impacts. This report will help other agencies and individuals interested in undertaking community based awareness programs in developing countries.

This report aims to provide proper guidelines and mechanisms for communities, to enable them to manage and sustain the current positive trends into the future. The recommended issues and concerns articulated by the stakeholders have been considered as priority components while formulating the “Exit Plan” of the Community Based Haor and Floodplain Resource Management Projects of SEMP. It is anticipated that the exit plan will prove to be productive in depicting a resourceful plan of actions to assure the sustainability of the project initiatives.

It examines the household situation with regard to accessing different types of food, and sheds light on inequality pervading the households, perceived in terms of their control over resources such as land or food. The present publication registers a brief delineation of actions fielded for wetland’s resource management with the local communities under the SEMP components till June 2005. In some case the reporting time vary which is duly mentioned. The principal approach of the projects and the project sites descriptions are followed by descriptions of different project interventions along with brief comments on the impacts they have created on the environment and on the local communities or beyond. Detailed description of all major activities will be found in intervention specific reports published under these projects.

Overall objectives of the report as outlined in the Program Support Document (PSD) are to improve environmental quality of the country coupled with sustainable development, poverty alleviation and capacity building for better environmental management. This Project implementation Plan (PIP) was developed using the Logical framework Analyses (LFA) which sets out the benchmarks and indicators against which the outputs can be measured.

This publication presents the findings of one of six topics covered by the Tai Baan research in the Lower Songkhram River Basin. The research was conducted by 240 people from four villages in the area between May 2003 and April 2005, and demonstrates the depth of knowledge held by the local people. The findings cover different fish species, and include ecological knowledge about the fish, assessments of the present status of each species, and certain economic indicators showing the importance of fisheries for local livelihoods. The research also addressed ecosystems, fishing gear, flooded forest vegetation, floodplain agriculture and raising large livestock.
