Recognising entitlements and sharing benefits : emerging trends in Nepal's hydropower terrain. Dialogue on dams and development in Nepal

This publication is the result of a scoping study undertaken as part of the dialogue on Dams and Development. The report summarizes the findings of the study on Recognizing Entitlements and Sharing Benefits and shows an evolving and dynamic action terrain where interests are being contested and negotiated. It stresses on the need to ensure benefits of water resources development reach people and the country, this process must continue at the local level.
Gaining public acceptance : dialogue on dams and development in Nepal

This report Gaining public acceptance is one of the four products of the dialogue on dams and development Phase II facilitated by IUCN Nepal since 2002 and participated in by government institutions, national and international non-governmental organizations, academicians, private companies, and activists. This report analyzes the provisions related to public consultation during development of dam related projects. The study shows that Nepal's legal provisions protect the need and requirement of stakeholder consultation for sustainable project implementation, addressing the concerns of public consultations as provisioned in the World Commission on Dams to gain their acceptance while implementing the project. It was encouraging to find that environmental assessment process rigorously involves public before projects are approved by the government, thereby evolving a sense of ownership of projects under implementation.

Lake Naivasha : local management of a Kenyan Ramsar site

Lake Naivasha is a rare example of a designated Wetland of International Importance (Ramsar Site) where the mandate to manage the site resides with the local community. Community members led the effort to seek designation for the site and develop a management plan. A voluntary association of concerned residents and commercial, agricultural, administrative and municipal interests meets regularly to discuss progress and matters arising in the implementation of the management plan. Lake Naivasha is a successful case of community-based natural resource management and the process, described in this report, may serve as a model and inspire other groups in the management of other wetlands of local or international importance.

Comprehensive options assessment for electricity sector in Nepal : dialogue on dams and development in Nepal

The Comprehensive Options Assessment for Electricity Sector in Nepal analyzes the demand and supply scenario of electricity, water resources policies, environmental concerns of funding agencies, and the comprehensive options assessment in relation to different guidelines. The report argues that not all suggestions made by the World Commission on Dams can be implemented by Nepal at once but they should be taken positively and included gradually in the system. Nevertheless, in the Nepalese context, the report recommends a three-tier approach as suggested by the Geneva workshop in 2003 for comprehensive options assessment.

Water ecosystems have long been perceived by decision makers as having little value simply because their economic value is poorly understood and rarely articulated. Calculating the economic value of an ecosystem is a means of providing information which can be used to make better and more informed choices about how resources are managed, used and allocated. This publication attempts to address the challenge of using water ecosystem valuation to strengthen river basin management, and to demonstrate its practical utility for decision making. It documents a number of case studies from Africa and Asia where valuation studies have been carried out by IUCN with the specific aim of influencing the policy and management decisions that impact on water ecosystems in river basins.

Among the various innovative instruments linked to the Kyoto Protocol is the Clean Development Mechanism (CDM), which offers developed countries a chance to offset some of their greenhouse gas emissions by funding development projects in areas such as renewable energy and forestry. Over the last two years, the rules of the CDM and those relating in particular to afforestation and reforestation have evolved significantly. With this explosion of rules has arisen a need to make sure that those who will apply these rules understand them, and fully appreciate their repercussions. This publication attempts to respond to this need, and explores the legal requirements for CDM-related forestry projects, highlighting work in Argentina, Chile, Ghana and the Philippines
A biodiversity status profile of Lunama, Kalametiya wetland sanctuary

The Lunama and Kalametiya lagoons are located on the southeastern coast of Sri Lanka. Part of the Dry Zone of the country, their importance led to their being designated in 1984 as a Sanctuary under the Fauna and Flora Protection Ordinance. The objective of this study was to compile a comprehensive set of baseline data on biodiversity in the Lunama-Kalametiya wetland system in order to facilitate management of this protected area. Data is provided on major habitat types and flora, the species composition of fauna, threats to biodiversity, and recommendations for the conservation of biodiversity in this region.
Biodiversity and the precautionary principle : risk and uncertainty in conservation and sustainable use
   

Great uncertainty typically surrounds decisions and management actions in the conservation of biodiversity and natural resource management, and yet there are risks of serious and irreversible harm for both biodiversity and the humans that rely on it. The Precautionary Principle underlies all international conservation efforts and entails acting to avoid serious or irreversible environmental harm, despite lack of scientific certainty as to the likelihood, magnitude or cause of harm. This book, the first to examine the application of the Precautionary Principle to conservation, analyses how it has been applied in the management of biodiversity, including the impact on forests products and aquaculture, as well as wildlife and livelihoods. The book also examines how power, equity and science intertwine in the Principle. Evidence is drawn from a vast range of countries and the book provides guidelines for applying the Precautionary Principle in all international contexts for the conservation and sustainable management of biodiversity and natural resources.
