In recent years, there has been a renewed interest in acquiring farmland for agricultural investments in lower-income countries. Whilst such investments can create jobs, improve access to markets and support infrastructure, many large land deals have been associated with negative impacts for local populations, including the dispossession of land and other resources and increased conflict over economic benefits. There is growing evidence on the scale, geography and impacts of large deals. But less is known about how the legal frameworks regulating this land rush shape opportunities and constraints in formal pathways to accountability; and how people who feel wronged by land deals are responding to seek justice, and to what ends. This report assesses the state of evidence on pathways to accountability in the global land rush, with a focus on Africa. It also identifies areas for a new research agenda that places accountability at its centre.

The evaluation of the 2012 World Conservation Congress (Congress) asked whether the Congress can be made more relevant, effective and efficient. This evaluation has been an internal exercise, undertaken by IUCN’s Secretariat Planning, Monitoring and Evaluation (PM&E) Unit between September 2012 and March 2013. While the 2012 Congress Participants’ Survey showed that the Congress was highly appreciated by the participants, a number of suggestions for improvements were made.

L'objectif de la présente étude est d'examiner, de clarifier, et de renforcer l'application et l'évaluation du critère (vii -- ontenir des phénomènes naturels remarquables ou des aires d'une beauté naturelle et d'une importance esthétique exceptionnelles) afin d'améliorer le conseil apporté aux États parties lors du processus de proposition d'inscription, et de mieux guider le processus d'évaluation conduit par l'UICN. Cette étude passe en revue l'application de ce critère, en se concentrant sur les biens inscrits depuis 1995, et les connaissances actuelles dans les domaines disciplinaires concernés. En coordination avec l'ICOMOS, l'étude se penche également sur les considérations esthétiques dans l’application des critères culturels. La recherche identifie plusieurs défis, et sert de base aux recommandations visant à renforcer l'application du critère (vii) afin qu'elle devienne plus structurée, systématique, et transparente, et comparable à l'application des autres critères naturels.
Study on the application of criterion (vii) : considering superlative natural phenomena and exceptional natural beauty within the World Heritage Convention

The purpose of this study is to review, clarify and strengthen the application and assessment of criterion (vii -- contain superlative natural phenomena or areas of exceptional natural beauty and aesthetic importance) in order to improve advice to States Parties in the nomination process and enhance guidance for the IUCN evaluation process. This study conducts a case history of the application of this criterion, with a focus on properties inscribed since 1995, and reviews scholarship in related disciplinary fields. In coordination with ICOMOS, this study also reviews aesthetic considerations in the application of cultural criteria.
The legal aspects of connectivity conservation : a concept paper

This publication aims to advance conceptual thinking and legal understanding about important law and policy tools and options for supporting the connectivity of protected area systems. The legal research and analyses reflected in this paper span international, regional, national and local levels. A range of legal instruments existing in most national legal systems, from conservation and sustainable use laws to land use planning, development control, voluntary conservation and economic instruments are explored. The paper is intended to offer concrete ideas of existing and potential legal tools and approaches that countries can use immediately to initiate priority connectivity conservation actions and to strengthen them progressively. It also is intended to provide a conceptual baseline for future research and case studies to continue to define and develop connectivity conservation law for supporting protected areas and for providing opportunities to address climate change as part of biodiversity conservation agendas.
