Scientific/technical activities We work in the context of the full-scale war in Ukraine, studying its impact on biodiversity and protected areas, supporting protected area institutions operating under wartime conditions, including in occupied territories. We are building up experience in conservation work during a full-scale war, both through research and through engagement with authorities, who do not always recognise that environmental issues cannot simply be postponed until after the war.
We also integrate biodiversity conservation considerations into humanitarian demining and post-war recovery planning.
The information and experience accumulated through this work are documented in publications.

1 Scientific/technical activities Scoping is under way within TAPAS for the update of IUCN Best Practice Guidelines No. 27, Tourism and visitor management in protected areas (2018), as mandated by OP2. The revision will address climate change, mass tourism and visitor pressure, carrying capacity and limits of acceptable change, and the compatibility of tourism with the objectives of categories I and II. On-going Full activity report
2 Scientific/technical activities A stocktaking paper on tourism and visitor management in protected and conserved areas is in preparation for the 2027 IUCN World Protected and Conserved Areas Congress, co-led by Ante Mandić and Thiago Beraldo Souza. It reviews current practice and the available evidence base, and provides the evidence foundation for the guidelines update and the report-back required by OP2. On-going Full activity report
3 Convene stakeholders/Networking Stream 1.2 of the 2027 Congress, "Integrating PCA systems into sectoral strategies, governance and policies", is led by the TAPAS Chair and includes dedicated sessions on the tourism-protected areas interface. It is the venue for presenting the guidelines update and accompanying recommendations to the next Congress, as OP2 requires. On-going Full activity report
4 Scientific/technical activities TAPAS is reconciling terminology across existing tourism assessment tools and guides, to support the standardised assessment of ecotourism practice referred to in OP6 and to make assessment approaches usable by operators in different national contexts, including in developing countries. Planned Full activity report
5 Convene stakeholders/Networking Continuing collaboration with UNESCO and the IUCN World Heritage Programme on tourism and visitor management in World Heritage sites supports alignment of site management with IUCN guidelines and tourism best practice, as encouraged by OP3. On-going Full activity report
6 Education/Communication/Raising awareness TAPAS continues to work with the #NatureForAll initiative on visitation as a route to building conservation constituencies, and on communicating responsible visitor behaviour in protected areas. On-going Full activity report
7 Fundraising TAPAS will submit a proposal to the Commission for a resourced work plan covering Resolutions 8.075 and 8.129, including the drafting group, review process and publication budget required to deliver the guidelines update in time for the 2027 Congress. Planned Full activity report
8 Policy influencing/advocacy TAPAS has had no involvement in the Albania file to date and has not been asked for input. The group is available to provide technical review of revised national legal frameworks against IUCN category I and II standards, should the Director General or the Secretariat request it. Challenges / lessons learned from Activity Reports
Challenges / lessons learned Description Action
Insufficient / lack of resources

Implementation depends entirely on volunteer time. No dedicated funding has been secured and no Secretariat counterpart has been designated for this Resolution. Both the guidelines update and the research agenda are currently carried by members of the Specialist Group alongside their own institutional commitments.

Insufficient / lack of resources

Quantifying the local environmental impacts of overtourism, as requested by OP3b, implies sustained site-level data collection across a wide range of protected areas. This is beyond what a volunteer specialist group can carry without an institutional research partner. Identifying such a partner is a priority for the next reporting period.

Coordination issues

Resolutions 8.075 and 8.129 overlap substantially and converge on the same instruction to WCPA: the update of Best Practice Guidelines No. 27. TAPAS is implementing them as a single work package rather than as separate streams. An explanatory note on this arrangement is attached to both Activity Reports.

1 Policy influencing/advocacy In partnership with WCPA and International Ranger Federation, IUCN has launched the Ranger Effect Campaign (https://iucn.org/ranger-effect) to
- Showcase real ranger work.
- Help nations reach 30 by 30 target.
- Boost policy support; encourage inclusion of rangers in NBSAPs.
This campaign will be highlighted at CBD COP 17.
The IRF is partnering with the HAC and is urging the UN General Assembly to rangers in their 30x30 declaration.

2 Convene stakeholders/Networking IUCN and WCPA have established a new formal governance system for the awards, including the IUCN DG and WCPA Chair as members of the Joint Management Board and inclusion of the IRF on the Steering Committee. WCPA is providing the coordinator for the awards management team. Plans are in progress for the next awards to be presented at the 2027 World Protected and Conserved Area Congress. On-going Full activity report
3 Policy influencing/advocacy URSA and the IRF have contracted a labour consultant to create a global ranger rights charter, to be endorsed by rangers at the 2017 World Ranger Congress and presented at the World Protected and Conserved Areas Congress later in 2017.
Additionally the labour consultant is working with countries to establish how national associations can use existing laws to advocate for change within the ILO for ranger recognition.
On-going Full activity report
4 Policy influencing/advocacy Representatives of WCPA and the IRF have met with all the IUCN regional Directors to explore how to implement this element of Resolution 101 at a regional level.
The IRF is planning to build a ranger competence assessment tool, similar to https://conservation-cat.com/ , based on the Global Ranger Competences and on the architecture of the of IUCN WCPA Global Register of Competences for Protected Area Practitioners.
URSA, IRF and WCPA members have coauthored a paper titled Non-State Rangers: Identifying And Supporting The Diverse Set Of People That Fulfil Ranger Functions, published in the WCPA Journal PARKS. https://parksjournal.com/wp-content/uploads/2026/04/5_TIMMINS-ET-AL.pdf

5 Policy influencing/advocacy URSA, IRF and WCPA members have coauthored a paper entitled ‘The Ranger Blindspot: Global Policy and Implementation Gaps’, highlighting the lack of references to workforce and rangers in major global policies, conventions and agreements. This is due to be published later in 2026. WCPA, IUCN, IRF and URSA will present this at COP17, with a longer-term aim of getting workforce reporting integrated into NBSAPs by 2030. On-going Full activity report
6 Policy influencing/advocacy URSA and the IRF have contracted a labour consultant to create a global ranger rights charter, to be endorsed by rangers at the 2017 World Ranger Congress and presented at the World Protected and Conserved Areas Congress later in 2017. Once this is complete the intention is that ranger employers sign up to this. Planned Full activity report
7 Capacity building The IRF Ranger Code of Conduct is being promoted and adopted worldwide. It is being used to support development of a regional CoC for SADC countries, being supported by the IUCN ESARO office through the Wildlife Managers and Ranger Training project. Planned Full activity report

Challenges / lessons learned from Activity Reports
Challenges / lessons learned Description Action
Lack of awareness / engagement

Ongoing challenges exist in persuading major policy bodies, conventions etc of the importance of including their primary workforce for Protected and Conserved Areas in plans, policies and budgets.

Full activity report
Coordination issues

It takes time for global decisions, policies and recommendations to be adopted and implemented by countries and agencies.

Full activity report
Insufficient / lack of resources

Resources are scarce for global advocacy on workforce issues and rangers. They would be more readily available if workforce was mainstreamed into policies, plans and projects.
